The Winter Session of Parliament on Monday is set to begin with a significant legislative agenda in the Lok Sabha as Union Finance Minister Nirmala Sitharaman prepares to move two key bills for introduction. As part of the List of Business for the day, the government will push forward amendments aimed at strengthening the country’s fiscal and security framework.
Sitharaman will first move for leave to introduce The Central Excise (Amendment) Bill, 2025, a legislation proposing changes to the Central Excise Act, 1944. The amendment seeks to update provisions of the existing law, marking a step in the government’s broader effort to streamline and modernise indirect taxation frameworks.
Alongside this, the Finance Minister will also introduce The Health Security se National Security Cess Bill, 2025. The bill aims to create additional financial resources to support national security and public health expenditure. Under the proposed structure, a cess will be levied on machines installed or processes undertaken in the manufacturing or production of specified goods. The government says the measure is intended to bolster funding for critical sectors and ensure long-term preparedness.
Both bills form part of the government’s focus on revenue enhancement and resource allocation as the Winter Session begins with a compressed schedule and a concentrated list of priority legislation.
