On Friday, Delhi’s Chief Minister Arvind Kejriwal announced that Delhi Disaster Management Authority (DDMA) has approved the colour-coded response action plan as a means to fight the possible third wave of COVID-19 pandemic.

The colour-graded plan consists of four alerts namely Yellow, Amber, Orange, and Red. They will be based on the rate of positivity or cumulative new positive cases or average occupancy of oxygen beds in hospitals.
The Yellow alert will be issued when the capital city’s positivity rate continues to remain over 0.5 percent for two consecutive days or cumulative new positive infections reach the number of 1,500 or average oxygen beds occupancy in hospitals stands at 500 for a week.
According to the odd-even rule, during this alert, market shops and shopping malls related to non-essential items will be allowed to open between 10 am and 8 pm.
The Amber alert will be imposed when the test positivity rate of the city remains over 1 percent for two consecutive days or 3,500 new cases in a week or the average occupancy for oxygen beds stays above 700 for a week.
As per the odd-even rule, during this alert, market shops and shopping malls will be permitted to operate between 10 am and 6 pm.
The Orange alert will be introduced if the national capital’s positivity rate continues to exist at 2 percent for two consecutive days or a total of new 9,000 infections registered for more than a week or the average oxygen beds occupancy continues to be 1,000 for a week.
During this alert, only essential items and services-related shops will not be restricted. On the basis of the odd-even rule, non-essential standalone shops will operate between 10 am and 6 pm.
The severest alert, Red, will be launched if the test positivity rate remains above 5 percent for two straight days or 16,000 new cases are recorded in a week or the average occupancy of oxygen beds in hospitals stays 3,000 or more for over a week.
In this alert, weekly markets along with shopping malls will shut down. Standalone shops related to non-essential goods and services will continue to operate.
