Russian President Vladimir Putin has announced his readiness to engage in talks with Ukraine, referencing a deal initially reached during negotiations between Moscow and Kyiv in Istanbul in 2022. Speaking at a forum in Vladivostok, Putin stated, “We have never refused to negotiate, but the talks must be based on the documents agreed upon in Istanbul, not on some vague demands.”
The 2022 Istanbul talks had aimed at resolving the conflict, but the deal was never fully implemented. Putin’s remarks come amid ongoing tensions, with Russia previously citing Ukraine’s incursion into the Kursk region as a barrier to peace discussions.
