New Delhi, Apr 17: Supreme Court on Monday issued notice to the office of Delhi L-G on a petition filed by the Delhi Govt against L-G’s selective decision and interference and mandate restricting future training of school teachers in Finland.

A bench of the apex court, headed by the Chief Justice of India (CJI) Dr Dhananjaya Yeshwant Chadrachud, issued notice to Delhi’s Lieutenant Governor’s office and sought a reply from it and fixed the matter for further hearing after two weeks.

The court issued the notice to Delhi LG on the plea by AAP (Aam Aadmi Party) government against the Delhi Lieutenant Governor’s approval with riders to send teachers to Finland for training.

Advocate for the Delhi government, Shadan Farasat told the Supreme Court it is clear that the LG cannot take an independent decision in this regard.
“Issue notice and we will hear this matter after two weeks,” the CJI said.

The Delhi govt had moved the Supreme Court and sought to set aside LG, VK Saxena’s order wherein he approved the State Council of Educational Research & Training GNCTDs proposal to send primary teachers of state-run schools to Finland for training with a rider.

The Delhi government has said that the LG is interfering in the matter of sending government school teachers abroad. It is for government to decide when, whom and how to send the teachers for training.

The L-G recently cleared some of the teachers’ names for the Finland (Teacher’s) programme but mandated against such exercises in the future.
The LG increased the number of primary in-charges, who were to proceed to Finland for training programme, from 52 to 87, to ensure equal representation of primary in-charges from all 29 administrative zones of the education department.

“Considering that there are about 450 schools of the Directorate of Education having primary classes, it will only be in the fitness of things that the benefits of the learning from the training are extended, to all the students of primary classes simultaneously,” the LG’s directions said.
