National Commission for Protection of Child Rights (NCPCR) had issued summons to the DCP of the Delhi Police Cyber Cell, asking to appear in person on June 29 on the matter of filing an FIR against Twitter over access to child pornography on the platform.
Priyank Kanoongo, NCPCR chief said that the NCPCR had issued summons to DCP, Cyber Crime, Delhi, seeking for personal appearance along with the copy of FIR which was to be filed on Twitter.
He added saying that Twitter had been found to give false and misleading responses during the enquiry conducted by NCPCR for the presence of pornographic and child sexual abuse matters, which was a grievous offence under the POCSO ACT.
NCPCR, after conducting an inquiry and finding child sexual abuse material on microblogging site, directed the Delhi Police to book Twitter India under section 11/15/19 of the Protection of Children from Sexual Offences Act (POCSO), section 199/292 of the Indian Penal Code (IPC) and any other relevant sections of IT ACT and IPC on May 29.
The child rights body mentioned that a summon was being made after the Delhi Police failed to submit the report on this within the given time period of seven days.
On May 29, a letter had been issued to the secretary of the Ministry of Electronics and Information and Technology to start a ban of the access of children to Twitter immediately until Twitter made its platform safe for children ensuring a complete removal pf child sexual abuse material and pornographic material and reporting of cybercrime cases to the authorities of India.
