UNLOCK 5: On Wednesday, the Ministry of Home Affairs announced new initiatives for Unlock 5, which is reported to be effective from October 1. Despite increasing cases, the ministry has decided to return to gradual economic normalcy, with fewer restrictions and more relaxations.

  1. Cinemas/ theatres/ multiplexes will be allowed to open up to 50% of their seating arrangements.
  2. Business to Business (B2B) Exhibitions will be allowed to open.
  3. Swimming pools used by sportspersons for training will be allowed to open.
  4. Entertainment hubs, parks, and similar locations will be allowed to open.
  5. For opening schools and coaching institutions, State/ UT Governments have provided the flexibility to make a decision after October 15, 2020. The decision shall take into account the following conditions:
  6. Online/ distance learning is encouraged and shall continue to be the preferred mode of teaching.
  7. Students may be allowed to resume online classes without having to return to campuses in institutions where online and physical classes are effective. Attendance must depend solely on parental permittance
  8.  The Department of Higher Education (DHE), Ministry of Education,  shall decide on the timing of the opening of Higher Education Institutions, in discussion with the Ministry of Home Affairs (MHA). Online education will continue to be the default mode of teaching and will be encouraged.

Unlock 5.0 is likely to become the most important set of guidelines as a number of religious feasts are organized in October, including Durga Puja. The Centre is predicted to revise its order pertaining to the maximum number of people who can gather at a place.

Tamil Nadu and Maharashtra have extended lockdown till October 31.
