Amid heightened anxiety over the Union Home Ministry’s upcoming nationwide mock drill scheduled for May 7, 2025, several WhatsApp forwards and social media posts are circulating a PDF listing 259 districts under various “civil defence categories.” While the list appears official, it’s important to clarify that the document in question is over a decade old.

The PDF being widely shared is based on a 2005 notification and was officially circulated by the Ministry of Home Affairs in March 2010 as part of a revamp of civil defence districts under a centrally sponsored scheme. It does not represent the current district list for the May 7, 2025 mock drills.

Why is it resurfacing now?
Due to the ongoing nationwide preparedness exercise directed by the Union Government following the Pahalgam terror attack, citizens are seeking more clarity on which districts are participating. In this environment, older PDFs are being misused to speculate about drill locations — despite the Home Ministry not yet officially releasing a complete updated district list for 2025.

What to trust?
While no new document has been released publicly confirming the full list, the government has not confirmed  which state or districts will participate in Wednesday’s preparedness drill. The official communication only highlights mock air-raid sirens, crash blackouts, and civil defence training but does not provide a public list of all participating locations.
