Mazagon Dock Shipbuilders Limited (MDL), India’s premier defence shipyard and a Navratna company under the Ministry of Defence, has signed an exclusive Teaming Agreement (TA) with Swan Defence and Heavy Industries Limited (SDHI) for the design and construction of Landing Platform Docks (LPDs) for the Indian Navy .

The agreement was signed during India Maritime Week 2025 in Mumbai. The collaboration marks a major step in advancing the country’s indigenous shipbuilding capabilities under the ‘Make in India’ initiative.

Defence Acquisition Council approval

The Defence Acquisition Council (DAC) recently gave approval for the acquisition of the LPDs, which will significantly boost the Navy’s operational capabilities in amphibious operations, power projection, and humanitarian assistance and disaster relief (HADR) missions.

Collaboration details

Under the partnership, MDL will contribute its expertise in ship design, project management, and system integration, while SDHI will offer its world-class shipbuilding infrastructure, which is among the largest in India. The collaboration aims to combine the technical, financial, and operational strengths of both public and private sector entities to deliver high-quality, cost-efficient platforms for the Navy.

Strategic significance

The agreement represents a Public–Private Partnership (PPP) model, aligning with the government’s vision of leveraging private sector agility alongside the proven capability and quality standards of the public sector. The partnership is expected to reduce construction timelines, improve quality, and enhance cost efficiency in delivering these complex naval platforms.
