Housing and Urban Development Corporation Ltd. (HUDCO) and IDFC Foundation have signed a Memorandum of Understanding in New Delhi on 21 November 2025, setting the stage for a long-term collaboration aimed at improving skills, knowledge and institutional capacity across India’s urban sector.

The agreement brings together HUDCO’s extensive experience in housing, urban infrastructure, research and training through its Human Settlement Management Institute, along with IDFC Foundation’s work in inclusive growth, infrastructure development, livelihood enhancement and climate resilience. Both organisations recognise that Indian cities are facing complex challenges, and stronger professional capabilities will play a key role in addressing them.

Under this collaboration, HUDCO and IDFC Foundation will work together to design training programmes, provide technical support and strengthen leadership development for a wide range of urban institutions. The focus will be on improving the implementation of national urban missions and HUDCO’s Urban Invest Window (UiWIN), while also helping cities adopt climate adaptation strategies, digital governance tools and data-informed planning practices. The partnership also aims to encourage applied research, policy advisory work, and the creation of practical knowledge material that can support better decision-making in the urban sector. Through mentorship, peer learning and professional exchanges, the two organisations plan to nurture an environment of continuous learning.

The collaboration will involve several urban stakeholders, including government bodies, Smart City SPVs, project management units, state training institutes, academic faculty in planning and engineering fields, and experienced practitioners from the private and social sectors. HUDCO and IDFC Foundation will appoint nodal officers who will jointly oversee planning and implementation. All programmes will be co-developed based on sector needs, with regular reviews and shared learning to ensure the initiatives remain relevant and effective. Both organisations will also document and share knowledge generated through the activities.

For each programme undertaken under this MoU, the specific terms, action plans, resource requirements and responsibilities will be formalised in writing. Both organisations will generally cover their own costs unless otherwise agreed. The MoU will be governed by Indian law and disputes, if any, will fall under the jurisdiction of courts in New Delhi.

This MoU will remain in force for three years and may be extended through mutual agreement. Either party may withdraw by giving a 60-day written notice, but any ongoing activities will continue to be completed even if the MoU comes to an end. The agreement does not create any exclusive relationship or partnership, allowing both organisations to pursue similar collaborations with other entities as needed.
