The United States government has undertaken major efforts to bring former Cuban president Ra\u00fal Castro, who is 94 and is the brother of the late Cuban president Fidel Castro, to justice for being responsible for the 1996 attack that killed four members of Two Brothers to the Rescue (TBR) and, ultimately, contributed to the establishment of the U.S.-Cuban embargo.<\/p>\n
It has long been known that the Cuban military shot down the two TBR planes 30 years ago. The plane and 4 pilots were shot down by the Cuban military, and the Cubans strongly condemned the incident, which remains a major point of contention between the U.S. and Cuba.<\/p>\n
The announcement of a possible indictment comes following new U.S. action against the Cuban government. Through heavy sanctions on foreign oil shipped to Cuba by U.S. companies, the Trump Administration has caused tremendous energy shortages and significant blackouts across Cuba. Trump has called for major political and economic changes to take place inside Cuba, including, according to some reports, having \u201cdiscussions regarding the creation of a friendly takeover.\u201d<\/p>\n
In 2021 Ra\u00fal Castro stepped down as the head of Cuba\u2019s Communist Party but continues to wield power from behind the scenes. Ra\u00fal Guillermo Rodr\u00edguez Castro (\u201cRaulito\u201d), Castro\u2019s grandson, has functioned as a principal point of contact with officials from the United States. CIA Director John Ratcliffe met with Raulito in Havana to communicate an American willingness to engage on economic or security issues only if Cuba takes significant action to reform and cease providing safe haven for adversaries to the United States in the Western Hemisphere.<\/p>\n
Miami\u2019s U.S. Attorney has announced an initiative targeting communist leaders in Cuba for various crimes and Florida official reopening investigations into the 1996 incident. Additionally, Senator Rick Scott (R-Fla.) has urged the Department of Justice to file charges against Castro.<\/p>\n
