This veto was a major obstacle to the efforts of the Iran representatives to alleviate the tension.<\/p>\n<p>The resolution being voted on, was submitted by the country of Bahrain and had a total of 11 representatives voting in favour (from 15) of the resolution but with 2 abstentions. The original resolution included provisions that called for countries affected by the blockade to engage in cooperative \u201cdefensive\u201d actions to promote safe navigation of the maritime channel through which about 20 percent of oil and gas shipments are transported each year. The resolution was drafted with a much softer approach than had originally been planned to avoid a possible veto, including dropping references to Chapter 7 of the UN Charter, which allows for military intervention, and to any form of binding enforcement authority by the UN Security Council.<\/p>\n<p>The representatives of Russia and China both agreed that the proposed resolution was not objective and thus lacked impartiality in that it only addressed the European and American perspectives. China\u2019s representative (Fu Cong) stated that approval of the proposed resolution, while Iran\u2019s existence was being threatened by the U.S., may present an undesired message to all of the affected parties. The representative from Russia (Vasily Nebenzya) also stated that Russia and China would jointly submit an alternate proposal addressing the entire Middle East region\u2019s maritime security. The Iranian representative at the UN supported the veto of both countries and indicated that the veto had stopped the UN Security Council from providing legitimacy to the aggression being directed towards Iran.<\/p>\n<p>The blockade was created when Iran responded to the war that the US and Israel started on February 28. The result was that shipping has now stopped, causing global fuel prices to rise, which has caused countries in Asia to ration fuel. US Ambassador Mike Waltz referred to the vetoes as \u201ca new low,\u201d accusing China and Russia of not supporting the veto. France stated that it could only regret the resolution because it only limited defensive measures.<\/p>\n<p>The resolution was voted on just hours before President Donald Trump had set a deadline for Iran to open up the strait, or they would face increased consequences.
