Season 7 of The Rookie ended with a twist—two major villains returned, and shockingly, they both won by the end of the finale. Instead of a classic good guys win ending, this time the bad guys had the upper hand.

In the finale, John Nolan teams up with Harper to track down Oscar Hutchinson. Meanwhile, Lucy is shown adjusting to her new work schedule, and Tim starts thinking about giving their romantic relationship another try.

The biggest surprise, though, was the unexpected return of Monica. She hadn’t appeared for most of the season, but made a dramatic comeback in the final episode.

FBI Agent Matt Garza from The Rookie: Feds calls together key characters—Nolan, Grey, Angela, Wesley, and other law enforcement officials—for an important meeting. They learn that Monica has struck a deal with the government to secure her freedom.

Garza explains that top U.S. intelligence and justice agencies had been investigating stolen classified data from the NSA. They were concerned the info going public could cause major national security problems. To avoid that risk, they decided to give in to the demands of whoever stole the data.

That’s where Monica comes in—she used the stolen information to gain leverage over the government and secured full immunity for herself.

In the last scene, Monica confidently walks into the room and says, “Miss me?” hinting at her powerful return.

Given this ending, it’s likely Monica will play a big role in Season 8. Don’t forget, she also appeared earlier this season (Episode 11), where she hired someone to steal a government ID—foreshadowing her deeper plans.
