Democratic Representative Robin Kelly has formally introduced articles of impeachment against Homeland Security Secretary Kristi Noem. This is a major escalation in the fight over immigration enforcement. It comes just days after an ICE officer shot and killed a US citizen in Minneapolis.
The move follows growing national outrage over the death of 37‑year‑old Renee Nicole Good. She was killed by ICE agents while driving on a residential street. The shooting happened during one of the aggressive federal law enforcement deployments now spreading across the country.
Minneapolis Mayor Jacob Frey called the incident reckless. He demanded that ICE immediately leave the city. Public anger has continued to grow since the shooting.
ICE Shooting sparks Kristi Noem impeachment push
Robin Kelly directly linked Renee Good’s death to Kristi Noem’s leadership. During a press conference, Kelly said the secretary allowed DHS agents to operate without control. She said families are being torn apart because of these actions.
Kelly introduced three articles of impeachment against Noem. The charges include obstruction of Congress, violation of public trust, and self‑dealing. Kelly is currently running for Senate in Illinois, but she made it clear this move is about accountability, not politics.
Kelly said Noem’s policies have created fear across the country. She named cities like Chicago, Los Angeles, New Orleans, Charlotte, and Durham. She said communities nationwide are feeling the impact of aggressive ICE operations.
The first impeachment article focuses on obstruction of Congress. Kelly claims Noem blocked lawmakers from overseeing ICE detention facilities. Members of Congress were allegedly denied access.
Oversight is critical for public trust. Without it, there is no way to know what is happening inside detention centers. Kelly said this behavior prevents transparency and accountability.
Violation of public trust in ICE operations
The second article accuses Noem of violating public trust. Kelly alleges DHS agents were instructed to arrest people without warrants. She also claims agents used tear gas against citizens and ignored due process.
Noem often claims ICE is targeting violent criminals. Kelly challenged that claim directly. During a large Chicago operation called Operation Midway Blitz, 614 people were arrested. Not a single one had been charged or convicted of murder or rape.
That gap raised serious concerns. Critics say the tactics do not match the public justification.
Allegations of self‑dealing against Kristi Noem
The third article accuses Noem of self‑dealing. Kelly claims Noem used her position for personal benefit. She alleges a federal contract was steered to a new company run by a friend.
If proven true, this would represent serious corruption. Cabinet officials are expected to avoid personal gain from public office.
The impeachment effort already has support from nearly 70 members of Congress. Kelly says that number is growing. She has spoken directly with House Minority Leader Hakeem Jeffries about the effort.
Still, the House is currently controlled by Republicans. That makes passage unlikely. However, there is precedent. Last year, the House narrowly impeached former DHS Secretary Alejandro Mayorkas.
Kelly closed with a warning to Noem. She said the secretary violated her oath of office. She said Congress is watching. The public is watching. And she said people do not like what they are seeing.
