A group of World Trade Organization (WTO) members moved forward with a plurilateral initiative on digital trade at the WTO Ministerial Conference MC14<\/span><\/span>, highlighting growing divisions within the multilateral trading system over the future of rule-making and consensus.<\/p>\n

The initiative, led by countries including Japan and the United Kingdom, builds on ongoing Joint Statement Initiative (JSI) discussions on e-commerce and digital trade. Around 60\u201370 WTO members, representing a significant share of global trade, have been participating in these negotiations, which aim to establish baseline rules on issues such as cross-border data flows, electronic transactions, and digital business facilitation.<\/p>\n

India, however, has consistently opposed plurilateral approaches that operate outside the WTO\u2019s consensus-based framework. Commerce Minister Piyush Goyal<\/span><\/span> reiterated during the conference that any reform or rule-making must be \u201ctransparent, inclusive and member-driven,\u201d reflecting the interests of all members, particularly developing countries.<\/p>\n

India\u2019s position is rooted in long-standing concerns that plurilateral agreements could create a fragmented system, where rules are shaped by a subset of countries and later imposed as global standards. Officials have argued that such approaches risk undermining core WTO principles, including consensus decision-making and special and differential treatment for developing economies.<\/p>\n

Despite these objections, participating countries indicated their intention to operationalize elements of the digital trade framework through interim arrangements among willing members. Trade experts note that while these initiatives do not formally amend WTO rules, they can still influence global trade practices by setting de facto standards.<\/p>\n

The development underscores a broader shift within the World Trade Organization<\/span><\/span>, where progress on multilateral agreements has slowed due to differing priorities among members. In response, some countries have increasingly turned to plurilateral formats to advance negotiations in emerging areas such as digital trade, investment facilitation, and services.<\/p>\n

India\u2019s stance contrasts with that of several developed economies, which argue that flexible approaches are necessary to keep pace with rapid technological change and evolving trade patterns. Supporters of the digital trade initiative say it can help streamline cross-border transactions, reduce regulatory barriers, and support the growth of the digital economy.<\/p>\n

However, India and a number of other developing countries maintain that unresolved issues such as data sovereignty, digital infrastructure gaps, and regulatory capacity must be addressed before committing to binding rules in this domain.<\/p>\n

The debate comes at a time when global trade faces multiple challenges, including supply chain disruptions and geopolitical tensions. Disruptions in critical maritime routes like the Strait of Hormuz<\/span><\/span> have heightened concerns over energy and commodity flows, reinforcing the importance of stable and inclusive trade frameworks.<\/p>\n

At the same ministerial, members also highlighted progress in multilateral negotiations, including the implementation of the WTO Agreement on Fisheries Subsidies, which entered into force in 2025. The agreement is widely seen as an example of what can be achieved through consensus-based negotiations.<\/p>\n

India has continued to emphasize that multilateralism remains the most effective way to ensure equitable outcomes in global trade. At the same time, it is actively pursuing bilateral and regional agreements to secure market access and strengthen economic ties with key partners.<\/p>\n

Analysts suggest that the emergence of plurilateral initiatives reflects both the opportunities and tensions within the WTO system. While such arrangements may enable faster progress in specific areas, they also raise questions about inclusivity and the future role of consensus in global trade governance.<\/p>\n

For India, the developments at MC14 highlight a strategic challenge: balancing its commitment to multilateral principles with the need to remain competitive in rapidly evolving sectors such as digital trade.
