These measures directly target practices that have long enabled artificially competitive pricing in global seafood markets.

Globally, fisheries subsidies are estimated at around $35 billion annually, with approximately $22 billion classified as harmful due to their role in overcapacity and overfishing. These subsidies have historically provided large fishing nations with a structural trade advantage, enabling higher exports and fleet expansion.

The agreement introduces mandatory transparency requirements, compelling WTO members to notify their subsidy programs to a newly established Committee on Fisheries Subsidies. This move is expected to increase oversight and reduce opaque support mechanisms that distort trade flows.

Major subsidizing economies, including China, European Union, Japan, and United States are likely to face the greatest adjustments. These economies dominate global fisheries subsidies and will now need to recalibrate domestic policies to remain compliant with WTO rules.

For export-oriented developing economies such as India, the agreement could rebalance trade conditions. By limiting large-scale subsidization elsewhere, smaller exporters may gain improved access to global markets under fairer competitive conditions.

The agreement also reflects a broader shift in trade governance, linking environmental sustainability with market regulation. By addressing overfishing through trade rules, the WTO has expanded its role beyond traditional tariff and market access issues into resource sustainability.

However, key trade-related disciplines remain unresolved, particularly those concerning subsidies contributing to overcapacity and overfishing. These issues continue to be negotiated and will be critical in determining the long-term impact of the agreement on global fisheries trade.

As implementation progresses, the agreement is expected to reshape subsidy structures, enhance transparency, and gradually level the playing field in international seafood markets—marking a significant evolution in global trade policy.

The entry into force of the World Trade Organization (WTO) Agreement on Fisheries Subsidies is set to significantly alter global…

[1,53,52
3540,3545,3538,3533,3534,3543,3535,3539,3542,3546,3537,3536,3544,3541,3532
post-6360","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","category-policy","category-trade-relations","tag-china-eu-japan-us-subsidies","tag-environmental-trade-policy","tag-fisheries-agreement-2025","tag-global-seafood-trade","tag-harmful-subsidies","tag-india-seafood-exports","tag-iuu-fishing","tag-overfishing-policy","tag-seafood-export-competition","tag-subsidy-notification-rules","tag-subsidy-transparency","tag-trade-distortion","tag-trade-governance","tag-wto-committee-fisheries","tag-wto-fisheries-subsidies
["GET
