The report highlights a sharp shift in global weapons trade patterns as European governments accelerate military procurement and modernization efforts amid heightened security concerns.

According to SIPRI, European countries accounted for 33% of global arms imports during the 2021–2025 period, up from around 12% in the previous five-year period, reflecting a dramatic increase in demand for military equipment. Arms imports to Europe more than tripled compared with 2016–2020 levels, driven largely by the war in Ukraine and broader regional rearmament efforts.

The surge in imports underscores the strategic impact of Russia’s 2022 invasion of Ukraine on defense policy across the continent. European governments have significantly increased military budgets, with many NATO members committing to modernize their armed forces and strengthen air defense, missile capabilities and advanced fighter fleets.

SIPRI data shows that the war has also transformed Ukraine into one of the largest recipients of military equipment in the world. In earlier data covering the 2020–2024 period, Ukraine’s arms imports increased nearly 100-fold compared with 2015–2019, as dozens of countries supplied weapons to support Kyiv’s defense against Russian forces.

The rapid growth in European demand has reinforced the dominance of the United States as the world’s leading arms exporter. According to SIPRI, the U.S. accounted for roughly 42–43% of global arms exports, supplying advanced weapons such as fighter aircraft, missile defense systems and artillery to allies.

European countries themselves remain major arms exporters. The report identifies France as the world’s second-largest arms exporter, with about 9–10% of global exports, followed by Russia, whose share has declined significantly since the Ukraine war began.

Russia’s arms exports have dropped sharply due to sanctions, battlefield losses and the prioritization of domestic military needs. SIPRI estimates that Russian exports declined by about 64% compared with earlier five-year periods, significantly reducing Moscow’s presence in the global weapons market.

Meanwhile, European NATO members have increasingly relied on U.S. military technology to fill capability gaps. According to SIPRI data, about 64% of arms imported by European NATO states between 2020 and 2024 came from the United States, highlighting the deep integration of trans-Atlantic defense supply chains.

The shift also reflects broader geopolitical realignments. The war in Ukraine has prompted European governments to accelerate procurement of systems such as advanced fighter jets, air-defense platforms and missile systems. Many countries, including Poland, Germany and the United Kingdom, have announced large-scale defense investment programs aimed at strengthening deterrence against Russia.

Despite the increase in imports, European leaders have also emphasized the need to expand domestic defense production. The European Union has proposed initiatives and funding mechanisms designed to boost the region’s defense industrial base and reduce dependence on external suppliers.

Globally, the SIPRI report shows that the overall volume of international arms transfers has remained relatively stable in recent years, even as regional patterns have shifted. Rising demand in Europe and the Americas has largely offset declining imports in other regions such as Africa and parts of Asia.

Analysts say the long-term implications of the surge in European arms imports will depend on the trajectory of the Ukraine conflict and evolving geopolitical tensions. However, the current data indicates that the continent is likely to remain a major driver of global arms demand in the coming years.

Europe has emerged as the world’s largest arms-importing region as defense spending surged following Russia’s invasion of Ukraine, according to…

[3,1
1905,1499,56,2003,2025
post-4220","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-european-union","category-news","tag-arms-export-regulations","tag-arms-trade-treaty","tag-nato","tag-sipri","tag-stockholm-international-peace-research-institute
["GET
