										<content:encoded><![CDATA[&lt;p&gt;Union Minister Piyush Goyal lashed out at the Opposition parties for walking out of Rajya Sabha on Monday after the Chair denied their request for a debate on the China border dispute.&lt;/p&gt;
&lt;p&gt;Goyal stated that the House today witnessed the frustration and complete lack of decorum from Opposition parties, who have reached a point where they no longer believe in any rules governing the operation of Parliament.&lt;/p&gt;
&lt;p&gt;“In Rajya Sabha today we witnessed the frustration and complete lack of decorum from Opposition parties. Their frustration reached a level where they don’t believe in any rules/regulations in the functioning of Parliament,” Goyal said, reported ANI.&lt;/p&gt;
&lt;p&gt;He claimed that the opposition parties are even denying the Chair’s rulings and acting in an obstructionist and destructive manner.&lt;/p&gt;
&lt;p&gt;“They are even denying rulings/observations of the Chair. Unfortunately, the Opposition is behaving as an obstructionist and destructive. On sensitive issues, past practices also are that discussion doesn’t take place,” the minister said.&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;According to NDTV, Digvijaya Singh, Jayram Ramesh, and the former president of the Congress, Rahul Gandhi, are likely to skip the Winter Session of Parliament. Along with Mr. Gandhi, these officials are anticipated to continue taking part in the party’s ongoing Bharat Jodo Yatra.&lt;/p&gt;
&lt;p&gt;According to sources told NDTV, the party leadership has decided that senior leaders, including Mr. Gandhi, will skip the Winter Session and continue with the Yatra because they do not want the attention to leave the Bharat Jodo Yatra.&lt;/p&gt;
&lt;p&gt;Beginning on Wednesday, the Winter Session of Parliament will be held in the previous Parliamentary edifice. Due to the ongoing Gujarat Assembly elections, the commencement of the session had to be postponed by one month.&lt;/p&gt;
&lt;p&gt;Today at 4 p.m., the Congress party has an important meeting where a decision regarding the Leader of the Opposition is likely to be made (LOP). Sonia Gandhi will serve as the meeting’s chair of the party’s Strategy Group.&lt;/p&gt;
&lt;p&gt;In light of the party’s one-man-one-post policy, Congress will have to decide whether Mallikarjun Kharge, the present LOP, would be permitted to remain in his function as LOP. He is now the party’s national president as well.&lt;/p&gt;
&lt;p&gt;According to sources who spoke to NDTV, the Congress leadership may make an exception for Mr. Kharge and allow him to keep his position as LOP. Mrs. Gandhi is anticipated to make a final judgement on this today after consulting with other senior party leaders.&lt;/p&gt;
&lt;p&gt;If the Congress leadership decides to ask Mr. Kharge to resign, senior party figures P. Chidambaram and Digvijaya Singh could serve as LOP’s backup candidates.&lt;/p&gt;
&lt;p&gt;In the Winter Session, the government plans to introduce 16 new bills, including one that aims to improve electoral processes and accountability in multi-state cooperative societies.&lt;/p&gt;

&lt;p&gt;Defence Minister Rajnath Singh, Home Minister Amit Shah, Parliamentary Affairs Minister Pralhad Joshi and Information and Broadcasting Minister Anurag Thakur. Were among those present at the meeting.&lt;/p&gt;
&lt;p&gt;The proceedings of both the Houses have been disrupted since the commencement of Monsoon Session due to protests by Opposition MPs mainly on price rise, hike in GST and alleged misuse of central agencies.&lt;/p&gt;
&lt;p&gt;Both Lok Sabha and Rajya Sabha were disrupted minutes after the Houses reconvened on Friday.&lt;/p&gt;
&lt;p&gt;Rajya Sabha Chairman M. Venkaiah Naidu refused to admit notices given by a number of Opposition members including Leader of Opposition Mallikarjun Kharge. Over price rise, hike in GST, alleged misuse of central agencies and Agnipath scheme of recruitment in the armed forces.&lt;/p&gt;
&lt;p&gt;Opposition members have so far continued to raise their demands to suspend the business and take up the issues raised by them.&lt;/p&gt;
&lt;p&gt;On Thursday, Rajya Sabha Deputy Chairman Harivansh managed to conduct Question Hour. Amid protest by Congress MPs over questioning of Sonia Gandhi by the ED.&lt;/p&gt;
&lt;p&gt;The disruptions in Parliament have been debated even out in the open on Friday with Joshi and Congress leader Jairam Ramesh locking horns on Twitter.&lt;/p&gt;
&lt;p&gt;“Yet again the Modi Sarkar refused an urgent debate in the Rajya Sabha on galloping price rise and senseless increase on GST rates on food items. House adjourned till 12 noon. The Opposition is united that we want debate on this critical issue impacting crores of Indians,” Congress MP Jairam Ramesh tweeted.&lt;/p&gt;
&lt;p&gt;“FM Nirmala Sitharaman has to be present in the house. Listen to member of all the parties, their demands and respond. Can’t they wait till FM recovers? Is it not basic courtesy? Congress has habit of lying and spreading misinformation, Jairam Ramesh is continuing this legacy,” responded Pralhad Joshi on Twitter.&lt;/p&gt;
&lt;p&gt;On Friday, the government said in the House as well that Sitharaman has been down with COVID-19. And the Opposition should wait till she recovers.&lt;/p&gt;
&lt;p&gt;The ongoing Monsoon Session assumes significance not only for election of the President and Vice President. But for the important government legislative business.&lt;/p&gt;
&lt;p&gt;Before the start of the Session, the government said that various departments have indicated to present 32 bills in Parliament. During the current session and 14 of them are ready and have already been discussed by Standing Committees of Parliament.&lt;/p&gt;
&lt;p&gt;The Monsoon Session of Parliament commenced on July 18 and it will continue till August 12.&lt;/p&gt;

&lt;p&gt;The parliament resumed its session on 14&lt;sup&gt;th&lt;/sup&gt; September for the first time in six months. It was supposed to function till 1&lt;sup&gt;st&lt;/sup&gt; October but according to two officials, there is a possibility that the duration can be reduced by a week.&lt;/p&gt;
&lt;p&gt;The government has also made daily tests mandatory for the journalists entering the parliament to cover the sessions from Saturday.&lt;/p&gt;
&lt;p&gt;India has recorded a total of 93,337 new infections in the last 24 hours, this number as appeared as the highest single-day caseload in the world since August.&lt;/p&gt;

&lt;p&gt;“Our intention of initiating corporate insolvency for matters that occurred during the lockdown, was to give immunity during this period. This is only for those which arrive during COVID period, amendment of section 66 that no obligation shall be filed by a resolution professional,” said Finance Minister Nirmala Sitharaman for the bill.&lt;/p&gt;
