Union Minister Piyush Goyal slams opposition leader for walking out of Rajya Sabha

Union Minister Piyush Goyal lashed out at the Opposition parties for walking out of Rajya Sabha on Monday after the Chair denied their request for a debate on the China border dispute.

Goyal stated that the House today witnessed the frustration and complete lack of decorum from Opposition parties, who have reached a point where they no longer believe in any rules governing the operation of Parliament.

“In Rajya Sabha today we witnessed the frustration and complete lack of decorum from Opposition parties. Their frustration reached a level where they don’t believe in any rules/regulations in the functioning of Parliament,” Goyal said, reported ANI.

He claimed that the opposition parties are even denying the Chair’s rulings and acting in an obstructionist and destructive manner.

“They are even denying rulings/observations of the Chair. Unfortunately, the Opposition is behaving as an obstructionist and destructive. On sensitive issues, past practices also are that discussion doesn’t take place,” the minister said.

He added, “Defence minister already made a detailed statement in Rajya Sabha, after which, we would’ve expected Opposition, particularly Cong to respect our Army, jawans at the border, and their commitment towards the nation. Rahul Gandhi continues to cast aspersions on Army.”

Rahul Gandhi and other Congress leaders could skip winter session

According to NDTV, Digvijaya Singh, Jayram Ramesh, and the former president of the Congress, Rahul Gandhi, are likely to skip the Winter Session of Parliament. Along with Mr. Gandhi, these officials are anticipated to continue taking part in the party’s ongoing Bharat Jodo Yatra.

According to sources told NDTV, the party leadership has decided that senior leaders, including Mr. Gandhi, will skip the Winter Session and continue with the Yatra because they do not want the attention to leave the Bharat Jodo Yatra.

Beginning on Wednesday, the Winter Session of Parliament will be held in the previous Parliamentary edifice. Due to the ongoing Gujarat Assembly elections, the commencement of the session had to be postponed by one month.

Today at 4 p.m., the Congress party has an important meeting where a decision regarding the Leader of the Opposition is likely to be made (LOP). Sonia Gandhi will serve as the meeting’s chair of the party’s Strategy Group.

In light of the party’s one-man-one-post policy, Congress will have to decide whether Mallikarjun Kharge, the present LOP, would be permitted to remain in his function as LOP. He is now the party’s national president as well.

According to sources who spoke to NDTV, the Congress leadership may make an exception for Mr. Kharge and allow him to keep his position as LOP. Mrs. Gandhi is anticipated to make a final judgement on this today after consulting with other senior party leaders.

If the Congress leadership decides to ask Mr. Kharge to resign, senior party figures P. Chidambaram and Digvijaya Singh could serve as LOP’s backup candidates.

In the Winter Session, the government plans to introduce 16 new bills, including one that aims to improve electoral processes and accountability in multi-state cooperative societies.

PM Modi meets key ministers amid Parliament disruptions

New Delhi, July 22: Prime Minister Narendra Modi on Friday held a meeting with his key ministers in Parliament House to formulate government’s strategy amid continued protests by Opposition members in both Houses of Parliament.

Defence Minister Rajnath Singh, Home Minister Amit Shah, Parliamentary Affairs Minister Pralhad Joshi and Information and Broadcasting Minister Anurag Thakur. Were among those present at the meeting.

The proceedings of both the Houses have been disrupted since the commencement of Monsoon Session due to protests by Opposition MPs mainly on price rise, hike in GST and alleged misuse of central agencies.

Both Lok Sabha and Rajya Sabha were disrupted minutes after the Houses reconvened on Friday.

Rajya Sabha Chairman M. Venkaiah Naidu refused to admit notices given by a number of Opposition members including Leader of Opposition Mallikarjun Kharge. Over price rise, hike in GST, alleged misuse of central agencies and Agnipath scheme of recruitment in the armed forces.

Opposition members have so far continued to raise their demands to suspend the business and take up the issues raised by them.

On Thursday, Rajya Sabha Deputy Chairman Harivansh managed to conduct Question Hour. Amid protest by Congress MPs over questioning of Sonia Gandhi by the ED.

The disruptions in Parliament have been debated even out in the open on Friday with Joshi and Congress leader Jairam Ramesh locking horns on Twitter.

“Yet again the Modi Sarkar refused an urgent debate in the Rajya Sabha on galloping price rise and senseless increase on GST rates on food items. House adjourned till 12 noon. The Opposition is united that we want debate on this critical issue impacting crores of Indians,” Congress MP Jairam Ramesh tweeted.

“FM Nirmala Sitharaman has to be present in the house. Listen to member of all the parties, their demands and respond. Can’t they wait till FM recovers? Is it not basic courtesy? Congress has habit of lying and spreading misinformation, Jairam Ramesh is continuing this legacy,” responded Pralhad Joshi on Twitter.

On Friday, the government said in the House as well that Sitharaman has been down with COVID-19. And the Opposition should wait till she recovers.

The ongoing Monsoon Session assumes significance not only for election of the President and Vice President. But for the important government legislative business.

Before the start of the Session, the government said that various departments have indicated to present 32 bills in Parliament. During the current session and 14 of them are ready and have already been discussed by Standing Committees of Parliament.

The Monsoon Session of Parliament commenced on July 18 and it will continue till August 12.

London, May 10: For the first time since 1963, Prince Charles would be delivering speech at this year’s State Opening of Parliament, On Tuesday as the Queen has pulled out of the constitutional ceremony. According to BBC, the 96-year-old monarch has mobility problems. And has had to cancel a number of recent public appearances. The Buckingham Palace said that the monarch would not be attending the ceremony in Westminster. Because of “episodic mobility problems”. Prince Charles and Prince William have been given the authority to open Parliament on her behalf. The Imperial State Crown will still be brought to Parliament. And the Queen’s throne will remain empty, with Prince Charles, Camilla, the Duchess of Cornwall, and Prince William expected to be seated in front of the assembled parliamentarians, BBC reported.

Indian Parliament sessions may be cut short due to increasing COVID-19 cases says sources

India’s Parliamentary session began earlier this week but now it is considering to cut short the sessions as 30 lawmakers were infected by COVID-19.

The parliament resumed its session on 14^th September for the first time in six months. It was supposed to function till 1^st October but according to two officials, there is a possibility that the duration can be reduced by a week.

The government has also made daily tests mandatory for the journalists entering the parliament to cover the sessions from Saturday.

India has recorded a total of 93,337 new infections in the last 24 hours, this number as appeared as the highest single-day caseload in the world since August.

Rajya Sabha passes the Insolvency and Bankruptcy Code (Second Amendment) Bill 2020

Rajya Sabha, today has passed the Insolvency and Bankruptcy Code (Second Amendment) Bill 2020. The bill will suspend sections 7, 9 and 10 of IBC to prevent businesses from getting pushed into insolvency, with this intention Section 10A of the ordinance has also been brought in.

“Our intention of initiating corporate insolvency for matters that occurred during the lockdown, was to give immunity during this period. This is only for those which arrive during COVID period, amendment of section 66 that no obligation shall be filed by a resolution professional,” said Finance Minister Nirmala Sitharaman for the bill.

Today is the sixth day of Parliament monsoon session and the second bill, Banking Regulation (Amendment) Bill, 2020 is left for discussion.
