Mumbai police commissioner Param Bir Singh was imposed with a fine of Rs. 25,000 for not appearing before the inquiry commission headed by retired high court judge Kailash Uttamchand Chandiwal.

The inquiry commission was formed to conduct an investigation into corruption allegations leveled by Singh against the then-state home minister Anil Deshmukh, PTI reported.

This is the second time a fine has been imposed on the police commissioner. According to PTI, in June, the commission had asked the senior IPS officer to pay a fine of Rs 5,000 for not appearing before it despite a summons.

Singh in a letter sent to Maharashtra Chief Minister Uddhav Thackeray claimed that Deshmukh used to ask police officers to collect money from restaurant and bar owners in Mumbai. Deshmukh had denied the allegations.

On July 23, an extortion case was registered against Singh and eight others. The case was registered based on a complaint filed by real estate developer Shyamsundar Agrawal. A special investigation team was formed to probe corruption charges against him. A lookout notice was sent to Singh on August 13. On Wednesday the case was transferred to State’s Crime Investigation Department (CID).

According to News18, for four months now, ever since he was transferred as the Maharashtra DG of Home Guards. No whereabouts have been found about the police commissioner.

The Mumbai Police on Thursday filed a First Information Report (FIR) against the former police commissioner of the city Param Bir Singh over the charge of extorting money from a builder. The police have booked Singh over charges of extortion, forgery, cheating, and criminal conspiracy. A complaint has also been registered against eight other people including six policemen from the Mumbai Police and two civilians, according to a report by news agency ANI.

The action was taken after a builder complained to the police that Param Bir Singh tried to extort Rs 15 crore for dropping cases against him. Accordingly, a case was registered at Mumbai’s Marine Drive police station. The six police officers in the list of accused include a Deputy Commissioner of Police (DCP). Two civilians have been arrested in the case, as reported by ANI.

Mumbai’s former top cop Param Bir Singh has remained at the center of controversy ever since he accused Maharashtra’s home minister Anil Deshmukh of running an extortion racket through police officer Sachin Vaze. Following the allegations, Deshmukh resigned from his post while a CBI investigation was ordered in the case by the court.

Earlier, a case had also been lodged against Param Bir Singh under the SC/ST (Prevention of Atrocities) Act following a complaint registered by a police officer. Singh was removed from his post of Mumbai Police Commissioner earlier this year in the aftermath of cop Sachin Vaze’s arrest in the Antillia explosives case.

Mumbai Police officer Riyaz Kazi was arrested by the National Investigation Agency (NIA) on Sunday, in connection to the Antilia Bomb scare and Mansukh Hirem death case. The agency said Police officer – Riaz had helped Sachin Waze in the plotting of the Antilia case, who has been arrested by the NIA in the same case, reported Hindustan Times.

Waze and Kazi were known to hold the same post – Assistant Police Inspector in the Crime Intelligence Unit (CIU). The two are also being investigated in connection with the death of Thane businessman Mansukh Hiran, who was found dead in a creek on March 5. Apart from being his colleague in the CIU before the suspension, Kazi is also reported to be a close aide of Sachin Waze.

Hiran’s Scorpio was allegedly used by Waze to plant the explosives outside industrialist Mukesh Ambani’s residence Antilia on February 25.

The Bombay High Court accepted NIA demand for Waze’s judicial custody, for interrogation and ordered the suspended Mumbai Police Officer, to remain in NIA custody till April 23.

The NIA took over both the cases (Antilia bomb scare, and death of businessman Mansukh Hiran) last month from the Maharashtra Anti-Terrorism Squad (ATS), following orders from the Union home ministry.

Several reports quoted the NIA sources who suggest, Sachin Waze’s role wasn’t limited to the plotting of explosives-laden SUV near Mukesh Ambani’s residence and the murder of Mansukh Hiren. Waze was involved in planning another big conspiracy in the name of a terrorist organization. Before he could carry out his second plot, he got trapped in his own woven net and is now in NIA captivity.

The agency has recorded statements of more than 40 people, former Mumbai Police commissioner Param Bir Singh and two deputy commissioners as well as a dozen cops from the crime intelligence unit, in connection with the Antilia case.

Singh was transferred from his role as Mumbai’s police commissioner for his handling of the case.

Meanwhile, in his letter to the Chief Minister of Maharashtra, Singh accused former Maharashtra Home Minister, Anil Deshmukh of asking Waze and other police officers to extort ₹100 crores from restaurants and bars in Mumbai.

The Central Bureau of Investigation (CBI) on Thursday, grilled the former police commissioner Param Bir Singh, arrested Mumbai Police officer Sachin Vaze, and others in connection with the preliminary inquiry into allegations of corruption against former Maharashtra home minister Anil Deshmukh, reported ANI.

The ongoing investigation has caught pace in the view of a deadline ordered by the Bombay High Court. The CBI also recorded the statements of ACP Sanjay Patil.

The recent developments come after Singh reportedly wrote to Chief Minister Uddhav Thackeray accusing Deshmukh of asking Patil to target bars and restaurants in Mumbai to collect about Rs 100 crore.

However, Patil reportedly countered Singh’s letter and mentioned that he had met Deshmukh along with other officers to brief him about a raid, but had never met him after that.

It is also being reported that the former Home Minister has also told the Mumbai police’s internal inquiry team that he met Waze in office, where the latter asked him about the collection of Rs three lakh each from bars.

According to the reports, Patil has also claimed that he does not know about any meeting between Waze and Deshmukh.

The officers also met the Mumbai-based lawyer Jayshree Patil, on whose petition the high court had ordered the preliminary inquiry by the CBI, reported Indian Express.

Sachin Vaze, the former Mumbai Police officer was arrested by the National Investigation Agency (NIA) – in a case related to the recovery of explosives-laden sports utility vehicle (SUV) near Reliance Industries Chairman Mukesh Ambani’s house in Mumbai on March 25 and the subsequent killing of its owner, Mansukh Hiran.

While the ongoing investigation continues to unfold several new and undiscovered links in the case, CBI will soon record statements of DCP Raju Bhujbal for the probe into allegations of corruption against former home minister Anil Deshmukh.

Former Home Minister of Maharashtra, Anil Deshmukh had filed a petition against the preliminary CBI inquiry but the same has been dismissed by the Supreme Court on Thursday, April 8. A bench comprising Justice Sanjay Kishan Kaul and Hemant Gupta dismissed the petition by issuing the following statement,

“Given the serious nature of allegations and the personas involved, the matter does require an independent agency to investigate the matter. It is a matter of public confidence. We may also note that what has been ordered is only a preliminary inquiry. Therefore, we are no inclined to interfere with the impugned order,” said Justice Sanjay Kishan Kaul.

Justice Kaul further added, “The nature of personas involved in the case, and the seriousness of the allegations, warrant a CBI investigation.”

On Monday, Deshmukh had submitted his resignation to the Maharashtra government after the state High Court, on Monday, asked the CBI to conduct a preliminary inquiry into the matter. He mentioned in his resignation letter, “I don’t have the moral right to continue in the office after the court order. I’ve decided to quit. Kindly relieve me from my post.”

Well, Deshmukh had filed a petition against the preliminary inquiry delivering the statement that the state high court had not taken into account well-settled procedure but it just handed over the matter to an agency controlled by the central government.

He further added in his petition, “Param Bir Singh allegations are not substantiated and are motivated.” Deshmukh also raised an objection that the order of conducting a preliminary inquiry was passed without hearing his side.

The resignation of the Maharashtra Home minister Anil Deshmukh has brought the corruption case into a contentious state. On Monday, April 5, he tendered his resignation letter to the chief minister Uddhav Thackeray amid the corruption allegations.

The union minister and BJP leader Ravishankar Prasad reacted, “The BJP expects that all the ramifications of this issue ought to be investigated fairly, properly, and those involved must be brought to book”.

Well, the resignation came after the Bombay HC called for a CBI investigation into the case. The Bombay HC has requested the CBI to conduct a preliminary inquiry into the case, on hearing the petition filed by the lawyer Jaishri Patel.

The Bombay High Court on Monday, April 5, has asked CBI to dive into the corruption case where the former police commissioner Param Bir Singh has made several allegations against the state home minister Anil Deshmukh. It has asked the CBI to conduct a preliminary inquiry within 15 days.

Show a single paragraph in the petition that you have drafted, except extracting some paragraphs from a letter and taking some paragraphs from orders of Supreme Court, what is your contribution?,” as per the sources of India Today.

The Supreme Court has refused to entertain the plea of former Mumbai Police Commissioner Param Bir Singh seeking CBI investigation in the alleged corrupt malpractices of Anil Deshmukh, Home Minister of Government of Maharashtra, quoted by ANI.

The apex court also asked the formal police chief to approach the High Court first. While saying its order, the SC said, “Liberty to approach the High Court granted”.

Senior Advocate Mukul Rohatgi, who was appearing for Param Bir Singh was told by the Supreme Court bench comprising of justices Sanjay Kishan Kaul and Subhash Reddy, “Article 226 has wide powers. If you want investigation by investigating agency, HC can do that. Move HC under Article 226”.

The SC bench said in its order, “No doubt the matter is quite serious. It also appears lot of material in public domain due to personas falling apart. In view of this, petitioner is permitted to withdraw the writ with liberty to approve the HC. They will file a plea today and would like matter to be taken tomorrow. Liberty to approach the High Court granted,” as quoted by LiveLaw.

Amid rise in demand of resignation of Maharashtra Home Minister Anil Deshmukh after being accused by former Mumbai Police chief Param Bir Singh for malpractices, Shiv Sena MP Sanjay Raut has reacted to the issue and has accused the misuse of central agencies to impose President’s Rule in the state.

Nationalist Congress Party (NCP) chief Sharad Pawar on Sunday, March 21, advised a special investigation, into former Mumbai police chief Param Bir Singh’s allegations against Maharashtra Home Minister Anil Deshmukh. The unprecedented emergence of controversies in Maharashtra has turned into a full-blown political crisis in the state.

Deshmukh has been accused by Singh of asking arrested API Sachin Waze to extort Rs 100 crores a month from various bars and restaurants across the city.

Commenting about the same, the NCP chief said that allegations against Deshmukh are serious. “It is the prerogative of the CM Uddhav Thackeray to take appropriate action into the allegations,” said Pawar and as he continued, “There has to be an in-depth inquiry by such an officer who enjoys full respect in police administration.”

Furthermore, he suggested the name of celebrated police officer Julio Ribeiro to carry out the probe. Ribeiro is known to be a former Mumbai cop who became the chief of Gujarat and Punjab police and was eventually named India’s ambassador to Romania.

Meanwhile, in interaction with NDTV, Ribeiro said that he won’t be a part of any probe. “Nobody has approached me and if they do, I won’t accept any such offer. I am not an age to do such a probe, and even if I have to, I won’t because I don’t want to touch such a murky situation,” Julio Ribeiro said.

Reinstating Waze, who has now been arrested by the National Investigation Agency (NIA) in connection with the Antilia bomb scare, was the decision of Param Bir Singh and that not of CM or the home minister, said Pawar. The NCP chief is an important ally in the ruling Maharashtra Vikas Aghadi, who questioned the timing of Mr. Singh’s allegations.

Pawar asserted that the allegations are lacking in substance and pointed out that the officer spoke only after he was moved out. “The timing of these allegations against Anil Deshmukh has to be looked into. Why now? Param Bir Singh has made all these allegations after he was transferred,” Sharad Pawar told reporters in Delhi.

The issue has strained the alliance of the ruling Maharashtra Vikas Aghadi (MVA) alliance – Shiv Sena, NCP and the Congress.

The Congress said that there is a conspiracy behind the allegations against home minister Anil Deshmukh. “Attempts are being made to pull down non-BJP governments in the country. This is part of the same,” said party spokesman Sachin Sawant on Sunday.

The NCP chief in his recent media address asserted that there is no threat to the MVA government. “I don’t know whether efforts are being made or not to topple the government (Maharashtra). All I can say is they will have no impact on the government.”

Considering the current situation, the entire political ecosystem in Maharashtra has been adulterated. The BJP has reportedly targeted the MVA government, particularly Thackeray, demanding the resignation of Deshmukh.

On Saturday, March 20, according to TOI, Former Mumbai Police Commissioner Param Bir Singh wrote a letter to Maharashtra Chief Minister Uddhav Thackeray and accused the state Home Minister Anil Deshmukh of ordering now suspended API Sachin Waze to collect Rs 100 crore every month from bars, restaurants and other establishments.

“Shri Sachin Vaze who was heading the Crime Intelligence Unit of the Crime Branch of the Mumbai Police was called by Shri Anil Deshmukh, Hon’ble Home Minister, Maharashtra to his official residence Dyaneshwar several times in last few months and repeatedly instructed to assist in collection of funds for the Hon’ble Home Minister,” Param Bir Singh claims in his letter.

“The Hon’ble Home Minister was targeting a collection of Rs. 40-50 crores which was possible through an approximate 1,750 bars, restaurants and establishments operating in Mumbai. I was informed by ACP Patil about the demand to make collections for the Hon’ble Home Minister,” the letter further claims.

Now, Maharashtra Home Minister has denied all the allegations put forth by the former Mumbai Police Commissioner. The state HM wrote on his official Twitter handle, “The former Commissioner of Police, Parambir Singh has made false allegations in order to save himself as the involvement of Sachin Waze in Mukesh Ambani & Mansukh Hiren’s case is becoming clearer from the investigation carried out so far & threads are leading to Mr. Singh as well”.

On the other side, BJP leader and former CM of Maharashtra Devendra Fadnavis shared a video and demanded resignation of Home Minister Anil Deshmukh. Along with the video message, Fadnavis wrote, “We demand detailed investigation by Central Govt agencies into the very serious allegations against Maharashtra Home Minister. If GoM disagrees, a Court monitored investigation be done. Looking at the evidence placed in this letter, HM should immediately resign or CM should sack him.”
