										<content:encoded><![CDATA[&lt;p&gt;The Alternative Mechanism, empowered by the Cabinet Committee on Economic Affairs (CCEA), has approved the highest bid of Rs. 320 crore from Konoike Transport Co. Ltd. for the sale of 100% equity shareholding of MSTC Ltd in Ferro Scrap Nigam Limited (FSNL) along with the transfer of management control. The decision was made by a committee comprising Union Minister for Road Transport and Highways Nitin Gadkari, Union Finance Minister Nirmala Sitharaman, and Union Minister of Steel H. D. Kumaraswamy.&lt;/p&gt;
&lt;p&gt;FSNL, a 100% subsidiary of MSTC Ltd under the Ministry of Steel, was incorporated on March 28, 1979, to provide steel mill services, specializing in the recovery and processing of scrap from slag and refuse generated during iron and steel making across various steel plants.&lt;/p&gt;
&lt;p&gt;The CCEA granted ‘in-principle’ approval for the strategic disinvestment of the entire equity shareholding of MSTC Ltd in FSNL in October 2016. The strategic buyer was identified through a two-stage auction process. Following a competitive bidding process, professional advisers, including a Transaction Adviser, Legal Adviser, and Asset Valuer, were appointed. A Preliminary Information Memorandum (PIM) inviting Expressions of Interest (EoI) from prospective bidders was issued on March 31, 2022, with the submission deadline initially set for May 5, 2022, and later extended to June 17, 2022. Six interested bidders expressed their interest, and five were shortlisted as qualified bidders.&lt;/p&gt;
&lt;p&gt;The Qualified Interested Bidders (QIBs) conducted due diligence on the company, and security clearance was obtained from the Ministry of Home Affairs for four QIBs. The Request for Proposal (RFP) and Share Purchase Agreement (SPA) containing terms and conditions were issued on January 2, 2024, inviting financial bids. Two sealed financial bids were received by the due date of January 31, 2024.&lt;/p&gt;
&lt;p&gt;Following the receipt of sealed financial bids, the reserve price for the transaction was independently fixed at Rs. 262 crore based on valuations carried out by experts. The two technically qualified financial bids were then opened in the presence of the bidders’ representatives. The bid submitted by Konoike Transport Co. Ltd. at Rs. 320 crore was the highest and above the reserve price. The other bid was from Indic Geo Resources Pvt. Ltd., a subsidiary of Chandan Steel Ltd.&lt;/p&gt;
&lt;p&gt;The approval marks a significant step in the strategic disinvestment process, aiming to enhance efficiency and bring in private sector participation in the management of FSNL.&lt;/p&gt;

The minister’s call for tax relief follows a memorandum from the Nagpur Divisional Life Insurance Corporation Employees Union, which has pointed out the challenges faced by the industry due to this tax.&lt;/p&gt;
&lt;p&gt;Following Gadkari’s announcement, shares in the insurance sector have experienced a notable uptick –&lt;/p&gt;
&lt;p&gt;HDFC Life Insurance Company saw its stock rise by 1.39 percent, reaching ₹707. SBI Life Insurance Company’s shares increased by 1.24 percent to ₹1,742.45. ICICI Lombard General Insurance also saw a boost, with its shares climbing 1.16 percent to ₹1,990.30.&lt;/p&gt;
&lt;p&gt;Life Insurance Corporation (LIC) is currently trading at ₹1,182.45, recovering from a day’s low of ₹1,170. Star Health and Allied Insurance Company’s stock is trading at ₹612.&lt;/p&gt;
&lt;p&gt;The GST Council, which decides on tax issues, is expected to address this matter in their upcoming meeting in August. The last council meeting was held on June 22.&lt;/p&gt;

&lt;p&gt;Speaking at a FICCI-sponsored event, Mr. Gadkari stated that the goal of the federal government is to increase employment and growth in order to achieve sustainable development.&lt;/p&gt;
&lt;p&gt;According to the minister of highways and road transportation, India would be crucial to meeting the Sustainable Development Goals (SDGs) by 2030.&lt;/p&gt;
&lt;p&gt;He stated that India has to boost exports while lowering imports.&lt;/p&gt;
&lt;p&gt;“We are also working on developing alternative, clean and green fuel like bio ethanol, bio-CNG, bio-LNG and green hydrogen,” he said, adding green hydrogen is the fuel for the future.&lt;/p&gt;
&lt;p&gt;The minister claimed that the Indian auto sector is currently worth 7.5 lakh crore and that he intends to increase its value to 15 lakh crore. “This will create lots of new jobs.”&lt;/p&gt;
&lt;p&gt;He also said his focus is on reducing cost of construction. “We are trying to minimise use of steel and cement.”&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;The Union Ministry of Road, Transport, and Highway has published proposed regulations that would require auto manufacturers to incorporate rear seatbelt alarm systems. The notification states that public comments on rule-making draughts must be submitted by October 5th.&lt;/p&gt;
&lt;p&gt;Following the recent death of Cyrus Mistry, the former chairman of the Indian giant Tata Sons, in a car accident, the Centre has been considering enforcing the use of rear seatbelts. According to news accounts, he was not wearing a seat belt and was seated in the back seat.&lt;/p&gt;
&lt;p&gt;Nitin Gadkari, the Union Minister for Road and Transport, ordered e-commerce businesses to stop selling gadgets that turn off seat belt alerts earlier this month.&lt;/p&gt;
&lt;p&gt;By the end of 2024, Gadkari stated, his ministry wants to cut the number of fatalities from traffic accidents in half. The minister for the union cabinet also stated that the government planned to complete the draught for the requirement of six airbags in all automobiles this year.&lt;/p&gt;
&lt;p&gt;Gadkari stated that he intended to strictly implement this law and that he would impose fines for non-compliance.&lt;/p&gt;
&lt;p&gt;The World Bank said last year that one person dies in a car accident in India every four minutes.&lt;/p&gt;
&lt;p&gt;Currently, front-seat passenger seat belt reminders are a requirement for all auto manufacturers.&lt;/p&gt;
&lt;p&gt;Although Rule 138 (3) of the Central Motor Vehicle Rules (CMVR) states that rear seat passengers who are not wearing seat belts are subject to a ₹1,000 fine, most people are either ignorant of this rule or choose to disregard it. Even traffic officers rarely issue tickets to people in the back seat who aren’t buckled up.&lt;/p&gt;
&lt;p&gt;In 2020, 15,146 people died and 39,102 were injured as a result of not using a seat belt, according to a data from the road ministry.&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;Nitin Gadkari, Union Minister for Road and Transport has asked all manufacturers to give more incentives and discounts on buying new vehicles after the old vehicles are scrapped. An estimated amount of Rs. 50000 to Rs. 1 lakh can be awarded for trucks and buses and the amount of discount can be reduced if the car is smaller in size. This move would be beneficial to scrape vehicles according to him.&lt;/p&gt;
&lt;p&gt;“My request to you I do not want to make it mandatory because some companies are ready and some are not is that you may give some discounts to persons who have scrapping certificates,” Gadkari said at the 62nd annual convention of Society of Indian Automobile Manufacturers (SIAM).&lt;/p&gt;
&lt;p&gt;Minister had added that the steel ministry led by Jyotiraditya Scindia and the transport ministry had approached the finance ministry to give GST concessions for such discounts and that it will be a “win-win” situation for both sides. He stated that each old truck produces as much pollution as 15 new vehicles, underscoring the necessity of dismantling. “Currently, 1.02 crore automobiles can be submitted for scrap, according to our records. There are just 10 to 20 scrapyards “Gadkari remarked.&lt;/p&gt;
&lt;p&gt;There is potential to open three scrapping centres in each area, according to the Union Minister. “You may buy copper, aluminium, steel, rubber, and plastic from such centres, which will also allow you to save 30% on the cost of your components. People who recycle their cars would boost the auto industry’s “business by 25%-30%,” he continued.&lt;/p&gt;
&lt;p&gt;Mr Gadkari also mentioned the increase in petroleum imports which have increased and are leading to the increase in pollution and is also creating economic problems for the country.&lt;/p&gt;

&lt;p&gt;The decision was made in response to the recent passing of business magnate Cyrus Mistry in a fatal auto accident while travelling to Mumbai. According to reports, Mistry was not buckled up while riding in the back seats. If he had buckled up, his life could have been saved.&lt;/p&gt;
&lt;p&gt;Gadkari stated that the government will issue a statement outlining the consequences of a passenger not using a seatbelt in the following three days. “We have revised the rule to cover back seat passengers as well,” he said. “Previously, there was a penalty for not wearing a seatbelt for the driver and co-passenger only.”&lt;/p&gt;
&lt;p&gt;The minister added that the idea is already being discussed with a number of auto manufacturers and that a beeper for not fastening a seatbelt will sound for those in the back seats as well. All new vehicles must have this function, regardless of price.&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;Union minister Nitin Gadkari said on Saturday that the government is aiming for a 50-kilometre-per-day pace for national highway development in the country this fiscal year, with the expectation that the pace will be faster than in 2020-21. He said, “Now, we want to go up to (construct) 50 km per day (highway).”&lt;/p&gt;
&lt;p&gt;Gadkari, speaking virtually at the ‘ET Global Business Summit,’ said the government is prioritising the development of the road network near the border districts of Arunachal Pradesh, Himachal Pradesh, and Jammu &amp; Kashmir.&lt;/p&gt;
&lt;p&gt;In 2020-21, the country’s national highway (NH) building rate reached a new high of 37 kilometres per day. The minister of road transport and roads said this week that he had signed a file authorising the allocation of contracts for the building of a 1,000-kilometer expressway.&lt;/p&gt;
&lt;p&gt;According to Gadkari, the National Highways Authority of India (NHAI) and the National Highways and Infrastructure Development Corporation Ltd (NHIDCL) both had issues as a result of Covid-caused interruptions.&lt;/p&gt;
&lt;p&gt;He also added, “But still for this (fiscal) year, up to the end of March, we will try to break the record of previous fiscal year’s highway construction.” At the same time, the minister stated that he aims to cut logistical costs. He also mentioned that logistics costs are currently 16% in India, 12% in China, 112% in the United States, and 10% in European nations.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;What is the BH series registration mark?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span data-preserver-spaces=&quot;true&quot;&gt;The ministry of road transport and highways introduced a new registration mark for new vehicles, “Bharat series (BH-series)”, to facilitate seamless transfer of vehicles, on August 28, 2021. During applying for BH registration, the applicant has to pay the road tax for two years depending on the invoice price of the vehicle excluding GST. The amount varies for vehicles with prices in different slabs. Vehicles priced below ₹10 lakh will have to 8% tax, while vehicles priced between ₹10-20 lakh will be slapped with 10% tax. The vehicles that are priced above ₹20 lakh will draw a tax of 12%.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;BH Series number plates aim to do away with Section 47 of the Motor Vehicles Act, 1988. Karnataka has already commenced issuing the new BH series of registration numbers for a select group of personal vehicle owners. The group now only included the central government employees. Maharashtra also launched its BH series registration for the vehicles in October 2021.&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;On Monday, Minister of Road Transport and Highways, Nitin Gadkari, informed Parliament that government officials had issued more than 7.67 crore challans for traffic violations nationwide in 23 months after the implementation of the Motor Vehicles (Amendment) Act, 2019.&lt;/p&gt;
&lt;p&gt;Gadkari said, “During the period of 23 months before the implementation of the Motor Vehicles (Amendment) Act, 2019 the number of traffic challans were 1,96,58,897; and after the implementation, the traffic challans are 7,67,81,726 during the same period of 23 months.”&lt;/p&gt;
&lt;p&gt;According to the Minister, the number of challans had increased by 291 per cent as against 1.96 crore traffic violation challans issued 23 months before the implementation of the amended Motor Vehicles Act.&lt;/p&gt;
&lt;p&gt;He highlighted that the massive increment in the number of fines as a result of the installation of camera-/speed gun-based automatic violation detection systems.&lt;/p&gt;
&lt;p&gt;Furthermore, Gadkari stated that the Motor Vehicles (Amendment) Act, 2019 has inserted a new Section 198A in the Motor Vehicles Act, 1988. The new section will deal with matters related to failure to comply with standards for road design, construction as well as maintenance.&lt;/p&gt;
&lt;p&gt;In July, Gadkari had urged carmakers in India to focus more on vehicle build quality and safety features to bring them at par with international standards along with helping in reducing fatalities due to road accidents on the country’s roads.&lt;/p&gt;
&lt;p&gt;The Minister added that vehicle manufacturing companies have a huge social responsibility to ensure that cars and two-wheelers do not compromise with global crash standards.&lt;/p&gt;

&lt;p&gt;The official twitter account of Ministry of Road Transport and Highways tweeted,  “Taking into consideration the need to prevent the spread of COVID-19, MORTH has advised State and UT Govts that the Fitness, Permit (all types), License, Registration or any other concerned document(s) may be treated to be valid till 30 June 2021.”&lt;/p&gt;

&lt;p&gt;The government has extended the validity of documents like driving license (DL), registration certificate (RC) and permits till June 30, 2021due to the coronavirus pandemic. The deadline for the validity of these documents were earlier March 31, 2021. The ministry of road, transport and highways (MoRTH) issued an advisory to the states about the extension. The documents whose validity could not be granted due to the lockdown or had expired since February 1, 2021, or would expire on March 31, 2021, will all be given an extension, as told to states by MoRTH.&lt;/p&gt;
&lt;p&gt;Driving license can also be renewed anytime now between one year before its expiry till one year after its expiry, a step which was taken will be likely to benefit citizens living away from their hometowns or who is visiting abroad. MoRTH said in circular that the decision “will help out citizens in availing transport-related services”.&lt;/p&gt;
&lt;p&gt;Earlier advisories were issued in 2020 in the month of March 30, June 9, August 24 and December 27. The documents that will be eligible for the relaxation fall under the Motor Vehicles Act, 1988, and Central Motor Vehicle Rules, 1989.&lt;/p&gt;
&lt;p&gt;It may be the last advisory in view of the extension of vehicle document validity. The government has also asked states to implement this advisory in letter and spirit, so that citizens do not face any issues and don’t get disturbed.&lt;/p&gt;
&lt;p&gt;Meanwhile, Union Minister Nitin Gadkari told in Lok Sabha in a written reply on last Thursday that the rules and the passing percentage for the driving license test will be reformed. “In the case of a vehicle having a reverse gear, driving the vehicle backwards, reverse it into a limited opening either to the right or left under control and with reasonable accuracy is one of the parameters of qualifying in the driving skill test,” as quoted by news agency PTI.&lt;/p&gt;

Such triggered recall will be linked to the percentage of complaints received from consumers and the annual sale volume of that specific model. Vehicles with age of less than seven years will be applicable for recall, which will be determined from the date of manufacturing, import or retro-fitment.&lt;/p&gt;

Where the annual sale of cars is over 500 units but less than 10,000 units, the number of complaints required have be at least 1,050. Additionally, if the annual sale of the car is beyond 10,000 units, the complaint count need to be at least 1,250.&lt;/p&gt;
&lt;p&gt;Similar formula will be applicable to two-wheelers, three-wheelers and buses.&lt;/p&gt;

&lt;p&gt;He also mentioned that India is working towards a trade agreement with the  European Union for India to become a preferred supplier. “We are also considering a credit guarantee model to help exporters. Under the model, they may get insurance of up to 90% of their export value. The scheme should be finalized soon,” Goyal said. Along with these schemes the government is also considering hiking import on auto components and reducing goods and services tax for two- and three-wheelers to revive local demand.&lt;/p&gt;

The expressway connecting the two cities is now almost complete. On Monday, Union Road and Transport Minister Nitin Gadkari announced a new deadline to complete the project, which is in December.&lt;/p&gt;
&lt;p&gt;Gadkari took to Twitter to share a time-lapse video of the expressway, showing the progress of roadwork along the highway. Currently, the Delhi-Meerut expressway is operational phases.&lt;/p&gt;
&lt;p&gt;The stretch between Akshardham in Delhi to UP Gate and the stretch between Dasna to Hapur is operational. The other two phases connecting UP Gate with Dasna and Dasna with Meerut are under construction.&lt;/p&gt;
&lt;p&gt;The phase 1 of the project (Akshardham to UP Gate) caters to about 1.2 lakh passenger car units (PCUs) per day. Phase 2 (UP Gate to Dana) is about 19.2km while phase 4 (Dasna to Meerut) is about 32km and is being built as a six-lane access-controlled highway.&lt;/p&gt;
