										<content:encoded><![CDATA[&lt;p&gt;On Wednesday, Mamata Banerjee, the West Bengal Chief Minister hit back at Ravi Shankar Prasad, the BJP leader who heads the four-member fact-finding team probing the incidences of violence in the state during the panchayat elections. Mamata Banerjee slammed the BJP’s move and questioned why such fact-finding teams are not formed during violence in Manipur or Assam.&lt;/p&gt;
&lt;p&gt;More than 30 people have lost their lives in the violence since the announcement of panchayat polls. West Bengal Chief Minister said that she is saddened by the “sporadic” incidents of violence during the panchayat polls in the state. She said, “I am saddened at the loss of lives in sporadic incidents of violence during panchayat elections… The polls were held in 71,000 booths, but incidents of violence took place in not more than 60 booths.”&lt;/p&gt;
&lt;p&gt;BJP demanded imposition of Article 355. They continued their attack against the state government over the violence in Panchayat polls. Ravi Shankar Prasad said the state unit’s demand for implementing Article 355 is “justifiable”.&lt;/p&gt;
&lt;p&gt;Article 355 states that it shall be the duty of the Union to protect every state in India against external aggression and internal disturbances and to issue directions to any state to ensure compliance with the Union’s laws and regulations.&lt;/p&gt;
&lt;p&gt;Ravi Shankar Prasad said, “We had immense respect for Mamataji when she defeated the 34-year-old Left regime in the state. Today, I want to gently remind Mamataji about her evolution in Bengal and national politics. She was a fighter. But unfortunately, her government has crossed even the records of the Left regarding misrule, anarchy, and lawlessness in the state.”&lt;/p&gt;

&lt;p&gt;The government of West Bengal has made the decision to censor the film The Kerala Story. Mamta Banerjee said this was necessary to prevent acts of violence and keep calm in the state.&lt;/p&gt;

&lt;p&gt;The film’s producer, Vipul Shah, has threatened legal action if that is really what she has done. After Banerjee declared the ban on the film, the government promised to “do whatever is possible within the provisions of the law to fight.”&lt;/p&gt;
&lt;p&gt;The film’s main female characters are played by Adah Sharma, Yogita Bihani, Siddhi Idnani, and Sonia Balani. The film, directed by Sudipto Sen and produced by Vipul Amrutlal Shah, was at the center of a heated political debate.&lt;/p&gt;
&lt;p&gt;The Kerala High Court previously remarked that a disclaimer stating that the film is a fictionalized and dramatized rendition of real events had been issued with the film. The disclaimer also made clear that the video makes no claims about the veracity of the events shown.&lt;/p&gt;

&lt;p&gt;“We will do a reshuffle on Wednesday. There will be 4-5 new faces,” said Mamta.&lt;/p&gt;
&lt;p&gt;This comes shortly after the former Bengal Minister, Partha Chatterjee, who was the minister in charge of Industry, commerce and enterprises, IT, Parliamentary affairs and industrial reconstruction was arrested by the Enforcement Directorate (ED) in the SSC recruitment scam case.&lt;/p&gt;
&lt;p&gt;CM Mamta stepped in and took charge of the arrested minister on Thursday last week.&lt;/p&gt;
&lt;p&gt;Mamta Banerjee holds 11 ministries including the four that were held by Chatterjee.&lt;/p&gt;
&lt;p&gt;Many of them are writing a lot. We don’t have a plan to dissolve the whole ministry and form a new one. Yes, there will be a reshuffle. We lost ministers Subrata Mukherjee, and Sadhan Pande. Partha da is in jail so all their work has to be done. Not possible for me to handle alone,” said Bengal CM.&lt;/p&gt;
&lt;p&gt;The Bengal government also has decided to carve out 7 new districts in the state out the 23 districts by delimitation of their boundaries for better administration.&lt;/p&gt;
&lt;p&gt;According to the government, the seven new districts are Sunderban, Ichhamati, Ranaghat, Bishnupur, Jangipur, Behrampur and Basirhat.&lt;/p&gt;
&lt;p&gt;“Earlier there were 23 districts in Bengal now it has been increased to 30. The 7 new districts include – Sunderban, Ichhemati, Ranaghat, Bishnupur, Jangipur, Behrampur and one more district will be named in Basirhat,” said West Bengal CM Mamata Banerjee.&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;The Calcutta High Court on Friday ordered a CBI inquiry into the violence in West Bengal’s Birbhum district. The court, while hearing the matter on Friday, turned down the demand of the state government. The state originally asked to get the Birbhum violence investigated by the Bengal Police. To this, the High Court told the Advocate General (AG) of West Bengal that we do not see any reason behind stopping our order. So your demand is turned down.&lt;/p&gt;
&lt;p&gt;Therefore, now the court has ordered the CBI to submit the investigation report of the case by April 7.&lt;/p&gt;
&lt;p&gt;Following the finding of submissions by all parties in the previous two days. A Division Bench of Chief Justice Prakash Shrivastava and Justice R Bharadwaj headed the Special Investigation Team (SIT). This was set up by the state administration to probe the incident. And not to carry out investigation anymore handing over the case documents to the central agency. The court also instructed the state to hand over the accused charged in the case till date to the CBI.&lt;/p&gt;
&lt;h3&gt;The Political Arson of Birbhum violence&lt;/h3&gt;
&lt;p&gt;On the night of March 21, there was violence and arson in Baktui village of Birbhum district of West Bengal. Deputy President Bhadu Sheikh was associated with the ruling party Trinamool Congress. However, after his assassination, some disturbing elements set fire to about a dozen houses in Baktui village.&lt;/p&gt;
&lt;p&gt;Conclusively, this act of violence has led a death toll of 8, including 6 women and 2 children. Taking suo motu cognizance of the incident, the High Court had summoned a detailed report within 24 hours. Lest, it also ordered the Delhi CFSL team to collect necessary samples from the spot for forensic examination.&lt;/p&gt;

During the 10-minute call, Pawar reportedly asked Banerjee how she had handled the situation after two of her ministers were arrested in connection with the Narada sting footage case. The NCP supremo also sought to know whether the West Bengal Chief Minister suspended her minister, sources said. Banerjee said a strong and united opposition must be built to counter the way the ED and the CBI are being used against opposition leaders. The TMC supremo too had faced a similar situation ahead of last year’s state elections when two ministers – Subrata Mukherjee and Firhad Hakim – as also party leader Madan Mitra were arrested bycentral investigative agencies. Banerjee had then rebuffed calls for their resignation. The Bharatiya Janata Party’s (BJP) National Information and Technology Department head Amit Malviya dubbed the West Bengal Chief Minister’s call to NCP Chief Sharad Pawar as “a desperate attempt” to secure support for her nephew Abhishek Banerjee, who is also under the ED scanner. “Mamata Banerjee’s call to Sharad Pawar is not out of principle or solidarity. It is a desperate attempt to secure support at a later date, given her nephew is under ED scanner, not to forget the dark shadow of post-poll violence that hangs over her, who as CM, oversaw the pogrom”, Malviya wrote in his tweet. The Enforcement Directorate arrested Malik in connection with a case linked to underworld don Dawood Ibrahim. Meanwhile, the ED has filed a plea at the special PMLA court seeking Malik’s 14-day custody. On the other hand, a series of emergency meetings are also underway at the residence of Maharashtra CM Uddhav Thackeray.&lt;/p&gt;

&lt;p&gt;The 92-year-old singer is currently in the ICU and doing fine, according to Mumbai Mayor Kishori Pednekar.&lt;/p&gt;
&lt;p&gt;She has recorded songs in more than 1,000 Hindi films in several languages. She is the recipient of three National Film Awards, the Dadasaheb Phalke Award and the Bharat Ratna, among other honours.&lt;/p&gt;

&lt;p&gt;The amendments seek to delicense power distribution, permitting private sector players to enter the sector as well as compete with government-run power distribution companies, i.e., discom.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;(ii)&lt;/strong&gt; &lt;strong&gt;Disputes and Penalties &lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;The bill proposes the constitution of ECEA (Electricity Contract Enforcement Authority), where the ECEA have the sole authority to adjudicate disputes related to contracts in the electricity sector.&lt;/p&gt;
&lt;p&gt;In addition, the bill proposes certain penalties for non-compliance committed by licensees in meeting Renewable Purchase Obligation (RPO). It has proposed for a selection committee to be formed to select the Chairperson and members of the Appellate Tribunal (APTEL), the central and state regulatory commissions (CERC, SERCs) as well as the ECEA.&lt;/p&gt;
&lt;p&gt;Apart from metropolitan cities like Mumbai, Delhi and Ahmedabad, power supply in most parts of India are controlled by state-run companies.&lt;/p&gt;
&lt;p&gt;West Bengal CM Mamata Banerjee referred to the bill as anti-people and said, “Power is too important a sector for such unilateral interferences, especially when electricity as a subject is in the Concurrent List.”&lt;/p&gt;
&lt;p&gt;Shiv Sena MP Sanjay Raut criticized the bill saying it was in the country’s interest and that the states were not consulted on its provisions.&lt;/p&gt;

A five-judge bench of the high court including the acting Chief Justice Rajesh Binda had earlier ordered the West Bengal Police to register the complaints of victims of the violence. In addition, the state government was asked by the court to provide medical care and ration to the victims, including those who didn’t have their ration cards.&lt;/p&gt;
&lt;p&gt;It may be recalled that extensive political violence had broken down in the state of West Bengal after the assembly election results were declared on May 2. The major parties of the state- TMC and the BJP both accused each other of instigating violence leading to rape, murder and property destruction of party workers.&lt;/p&gt;
&lt;p&gt;Acting on the post-poll violence and allegations by the victims of their complaints not being registered, the Calcutta High Court stepped in. The court ordered the National Human Rights Commission(NHRC) to form a committee to investigate the matter. News agency ANI reported that the NHRC committee probing the alleged human rights violations was attacked in Jadavpur on June 29.&lt;/p&gt;
&lt;p&gt;The NHRC Committee submitted an interim report last week which formed the basis for the court’s order calling on the police to register all complaints. The high court has also issued a notice to the DM and the police superintendent of Jadavpur, demanding the reason why contempt of court case should not be lodged against them. The case is expected to be heard this week.&lt;/p&gt;

Last week the Union government issued an order asking the Chief Secretary to report to the Central government at 10 a.m. on Monday. The Centre is likely to initiate disciplinary proceedings against Mr Bandyopadhyay, said a senior government official.&lt;/p&gt;
&lt;p&gt;“The government of West Bengal cannot release and is not releasing, its Chief Secretary at this critical hour on the basis of our understanding that the earlier order of extension, issued after lawful consultation in accordance with applicable laws, remains operational and valid. The latest order is also clearly in violation of applicable laws and against public interest: it is, in any case, &lt;em&gt;ab initio void&lt;/em&gt;,” Ms Banerjee wrote in the letter addressed to the Prime Minister.&lt;/p&gt;

&lt;p&gt;Addressing a rally on April 3, Banerjee appealed to the Muslim voters to unite against the Bharatiya Janata Party (BJP) and not let their vote be split, reported news agency ANI.&lt;/p&gt;
&lt;p&gt;“I am requesting my minority brothers and sisters with folded hands, don’t divide the minority votes after listening to the devil person who had taken money from the BJP. He passes many communal statements and initiate clashes between the Hindu and the Muslims”, West Bengal CM Mamata Banerjee said addressing a rally in Hooghly on April 3.&lt;/p&gt;
&lt;p&gt;She added, “he is one of the apostles of the BJP, a BJP comrade. The comrades of CPM and BJP are roaming around with the money given by BJP to divide the minority-votes.”&lt;/p&gt;
&lt;p&gt;The EC in its recent notice asked Ms Banerjee to explain her stand within 48 hours.&lt;/p&gt;

&lt;p&gt;Ms Banerjee’s comment has attracted a lot of attention. Lashing out at Ms Banerjee, PM Narendra Modi on Tuesday said the TMC supremo’s appeal to Muslims to vote en bloc for her party reflects fears that minority votes are slipping out of her hands.&lt;/p&gt;
&lt;p&gt;“Didi recently asked all Muslims to vote for her. It shows that the Muslim vote bank is slipping out of her hands. Had we said the same thing that all Hindus should unite, everybody would have criticised us. The EC would have sent us notices. We would have been censured,” Modi said.&lt;/p&gt;
&lt;p&gt;PM Modi has addressed two public meetings during the day. He also pointed out that a similar appeal to Hindus by his party would have drawn the wrath of the media and the Election Commission.&lt;/p&gt;
&lt;p&gt;Taking a jibe at TMC supremo Mamata Banerjee, PM Modi asserted that has problems with people sporting a ‘Tilak’ and wearing saffron and her angry reactions indicate that she has already lost the elections.&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;In a landmark move ahead of the West Bengal polls, the Election Commission of India (ECI) has issued an order to temporarily restrain political appointees who are holding the office of Administrators in West Bengal’s urban local bodies, despite the end of their elected term to participate in functions of the Board during the enforcement of the Model Code of Conduct.&lt;/p&gt;
&lt;p&gt;In its two-page order issued on Saturday, the EC asserted that the move was being taken in order to avoid a situation where ‘critical functions’ of the urban local bodies are actually discharged, thereby leveling ‘the playing field during the operation of the Model Code of Conduct and ensuring impartiality during the election process.’ The EC further mentioned that the move is being taken in order to&lt;/p&gt;
&lt;p&gt;Issuing 4 sets of directions, the EC said, “A committee headed by Chief Secretary, West Bengal, and Principal Secretary Urban Development, and Principal Secretary Personnel as members shall appoint the government officials, keeping in view ECI’s instructions to discharge functions of the Administrators/Head of Board of Administrator, as the case may be, during the period of Model Code of Conduct.”&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;West Bengal Chief Minister Mamta Banerjee on Tuesday while addressing a programme to mark Bengal’s first Police Day, said that the vicious rumours being spread by a political party, that the West Bengal government has said there will be no Durga Puja this year if proved, she “will do sit-ups in front of people 100 times”.&lt;/p&gt;
&lt;p&gt;“A political party is spreading vicious rumours about Durga Puja, so far we haven’t had any meeting on it. Prove that the West Bengal government has said there will be no Durga Puja, I will do sit-ups in front of people 100 times,” said Mamata Banerjee.&lt;/p&gt;
&lt;p&gt;She also said that spreading fake news to destroy communal harmony will not be tolerated in any manner and also asked the police to find the people who spread fake news and punish them appropriately.&lt;/p&gt;
&lt;p&gt;“Some fake IT pages are spreading misinformation on Durga Puja. I am asking the police to find these people who are purposely spread fake news and make them hold their ears and do sit-ups. Only fake news is being spread to destroy communal harmony. Those who have never worshipped Kali and Durga or Hanuman are talking about puja,” she added.&lt;/p&gt;
&lt;p&gt;The existing COVID-19 lockdown measures in West Bengal have been extended till September 20.&lt;/p&gt;

										<content:encoded><![CDATA[&lt;p&gt;West Bengal Chief Minister Mamata Banerjee said on Wednesday (August 26) that current lockdown measures will remain in place in the state till 20th September and a complete lockdown would be observed on 7th, 11th and 12th September. After a Cabinet meeting, Mamata said that Metro Railway can resume services by observing social distancing and other precautionary norms.&lt;/p&gt;
&lt;p&gt;The Chief Minister further added, “Schools, colleges and other educational institutes would remain closed in the state till September 20. The other existing restrictions would be in place. There would be complete Lockdown in the state on September 7, 11, and 12.”&lt;/p&gt;
&lt;p&gt;Announcing a series of relaxations, she also allowed resumption of flight operations from six COVID hotspot states but extended the closure of educational institutes till September 20.&lt;/p&gt;
&lt;p&gt;She said, “We have received several requests to resume flight operations from six COVID hotspot states. So from September 1, flight services from these six states can resume thrice a week.”&lt;/p&gt;
