West Bengal Chief Minister said that she is saddened by the “sporadic” incidents of violence during the panchayat polls in the state. She said, “I am saddened at the loss of lives in sporadic incidents of violence during panchayat elections… The polls were held in 71,000 booths, but incidents of violence took place in not more than 60 booths.”

BJP demanded imposition of Article 355. They continued their attack against the state government over the violence in Panchayat polls. Ravi Shankar Prasad said the state unit’s demand for implementing Article 355 is “justifiable”.

Article 355 states that it shall be the duty of the Union to protect every state in India against external aggression and internal disturbances and to issue directions to any state to ensure compliance with the Union’s laws and regulations.

Ravi Shankar Prasad said, “We had immense respect for Mamataji when she defeated the 34-year-old Left regime in the state. Today, I want to gently remind Mamataji about her evolution in Bengal and national politics. She was a fighter. But unfortunately, her government has crossed even the records of the Left regarding misrule, anarchy, and lawlessness in the state.”

The West Bengal chief minister said Monday that the film The Kerala Story, directed by Sudipto Sen, would be banned in the state. Since the trailer was released, the film has been mired in debate. The video received backlash as it falsely claimed that 32,000 females in Kerala disappeared after joining ISIS.

The government of West Bengal has made the decision to censor the film The Kerala Story. Mamta Banerjee said this was necessary to prevent acts of violence and keep calm in the state.

The Kerala High Court previously remarked that a disclaimer stating that the film is a fictionalized and dramatized rendition of real events had been issued with the film. The disclaimer also made clear that the video makes no claims about the veracity of the events shown.

West Bengal Chief Minister, Mamta Banerjee announced today (1^st August) that a cabinet reshuffle will take place on Wednesday.

“We will do a reshuffle on Wednesday. There will be 4-5 new faces,” said Mamta.

This comes shortly after the former Bengal Minister, Partha Chatterjee, who was the minister in charge of Industry, commerce and enterprises, IT, Parliamentary affairs and industrial reconstruction was arrested by the Enforcement Directorate (ED) in the SSC recruitment scam case.

CM Mamta stepped in and took charge of the arrested minister on Thursday last week.

Mamta Banerjee holds 11 ministries including the four that were held by Chatterjee.

Many of them are writing a lot. We don’t have a plan to dissolve the whole ministry and form a new one. Yes, there will be a reshuffle. We lost ministers Subrata Mukherjee, and Sadhan Pande. Partha da is in jail so all their work has to be done. Not possible for me to handle alone,” said Bengal CM.

The Bengal government also has decided to carve out 7 new districts in the state out the 23 districts by delimitation of their boundaries for better administration.

According to the government, the seven new districts are Sunderban, Ichhamati, Ranaghat, Bishnupur, Jangipur, Behrampur and Basirhat.

“Earlier there were 23 districts in Bengal now it has been increased to 30. The 7 new districts include – Sunderban, Ichhemati, Ranaghat, Bishnupur, Jangipur, Behrampur and one more district will be named in Basirhat,” said West Bengal CM Mamata Banerjee.

Calcutta HC hands over Birbhum violence probe to CBI, asks for preliminary report by April 7

The Calcutta High Court on Friday ordered a CBI inquiry into the violence in West Bengal’s Birbhum district. The court, while hearing the matter on Friday, turned down the demand of the state government. The state originally asked to get the Birbhum violence investigated by the Bengal Police. To this, the High Court told the Advocate General (AG) of West Bengal that we do not see any reason behind stopping our order. So your demand is turned down.

Therefore, now the court has ordered the CBI to submit the investigation report of the case by April 7.

Following the finding of submissions by all parties in the previous two days. A Division Bench of Chief Justice Prakash Shrivastava and Justice R Bharadwaj headed the Special Investigation Team (SIT). This was set up by the state administration to probe the incident. And not to carry out investigation anymore handing over the case documents to the central agency. The court also instructed the state to hand over the accused charged in the case till date to the CBI.

The Political Arson of Birbhum violence

On the night of March 21, there was violence and arson in Baktui village of Birbhum district of West Bengal. Deputy President Bhadu Sheikh was associated with the ruling party Trinamool Congress. However, after his assassination, some disturbing elements set fire to about a dozen houses in Baktui village.

Conclusively, this act of violence has led a death toll of 8, including 6 women and 2 children. Taking suo motu cognizance of the incident, the High Court had summoned a detailed report within 24 hours. Lest, it also ordered the Delhi CFSL team to collect necessary samples from the spot for forensic examination.

After visiting Baktui village, Chief Minister Mamata Banerjee said on Friday that appropriate action would be taken against those who spread violence, irrespective of the political party they belong to. In his address after virtually inaugurating the newly constructed Vipulvi Bharat gallery at Victoria Memorial in Kolkata, Prime Minister Modi said, “I express my grief over this violent incident. I express my condolences on behalf of the central government. And assure the state that whatever help it wants will be provided to the criminals to get them punished at the earliest. I hope that the state government will definitely get those who commit such heinous sins punished on the great land of Bengal.”

Kolkata, Feb 23 (UNI) Trinamool Congress supremo Mamata Banerjee on Wednesday spoke to NCP chief Sharad Pawar and expressed her solidarity with him after the Enforcement Directorate (ED) arrested NCP leader and Maharashtra minister Nawab Malik in a money laundering case. During the 10-minute call, Pawar reportedly asked Banerjee how she had handled the situation after two of her ministers were arrested in connection with the Narada sting footage case. The NCP supremo also sought to know whether the West Bengal Chief Minister suspended her minister, sources said. Banerjee said a strong and united opposition must be built to counter the way the ED and the CBI are being used against opposition leaders. The TMC supremo too had faced a similar situation ahead of last year’s state elections when two ministers – Subrata Mukherjee and Firhad Hakim – as also party leader Madan Mitra were arrested bycentral investigative agencies. Banerjee had then rebuffed calls for their resignation. The Bharatiya Janata Party’s (BJP) National Information and Technology Department head Amit Malviya dubbed the West Bengal Chief Minister’s call to NCP Chief Sharad Pawar as “a desperate attempt” to secure support for her nephew Abhishek Banerjee, who is also under the ED scanner. “Mamata Banerjee’s call to Sharad Pawar is not out of principle or solidarity. It is a desperate attempt to secure support at a later date, given her nephew is under ED scanner, not to forget the dark shadow of post-poll violence that hangs over her, who as CM, oversaw the pogrom”, Malviya wrote in his tweet. The Enforcement Directorate arrested Malik in connection with a case linked to underworld don Dawood Ibrahim. Meanwhile, the ED has filed a plea at the special PMLA court seeking Malik’s 14-day custody. On the other hand, a series of emergency meetings are also underway at the residence of Maharashtra CM Uddhav Thackeray.

West Bengal Chief Minister Mamata Banerjee on Tuesday prayed for the speedy recovery of the nightingale of India, singer Lata Mangeshkar, who has been admitted to hospital with post-COVID-19 induced pneumonia.

Taking to her tweeter handle, Banerjee said, “Praying for the speedy recovery of @mangeshkarlata ji.”

The legendary singer is currently undergoing treatment at the intensive care unit (ICU) Breach Candy hospital in Mumbai.

She has been diagnosed with post-COVID-19 induced pneumonia.

The 92-year-old singer is currently in the ICU and doing fine, according to Mumbai Mayor Kishori Pednekar.

She has recorded songs in more than 1,000 Hindi films in several languages. She is the recipient of three National Film Awards, the Dadasaheb Phalke Award and the Bharat Ratna, among other honours.

Electricity Amendment Bill 2021: All you need to know about it

Several states in India have opposed the Centre’s long-awaited Electricity Amendment Bill, 2021, which aims to seek to delicense power distribution and proposes certain amendments to the Electricity Act, 2003.

Moneycontrol took a look at the major proposals of the bill and the concerns raised by the states opposing it.

(i) Allowing the entrance of private players

The amendments seek to delicense power distribution, permitting private sector players to enter the sector as well as compete with government-run power distribution companies, i.e., discom.

(ii) Disputes and Penalties

The bill proposes the constitution of ECEA (Electricity Contract Enforcement Authority), where the ECEA have the sole authority to adjudicate disputes related to contracts in the electricity sector.

In addition, the bill proposes certain penalties for non-compliance committed by licensees in meeting Renewable Purchase Obligation (RPO). It has proposed for a selection committee to be formed to select the Chairperson and members of the Appellate Tribunal (APTEL), the central and state regulatory commissions (CERC, SERCs) as well as the ECEA.

Apart from metropolitan cities like Mumbai, Delhi and Ahmedabad, power supply in most parts of India are controlled by state-run companies.

West Bengal CM Mamata Banerjee referred to the bill as anti-people and said, “Power is too important a sector for such unilateral interferences, especially when electricity as a subject is in the Concurrent List.”

Shiv Sena MP Sanjay Raut criticized the bill saying it was in the country’s interest and that the states were not consulted on its provisions.

Calcutta HC’s order to Bengal Police on post-poll violence challenged by Bengal government

An order of the Calcutta High Court on the post-poll violence in Bengal has now been challenged by the Mamta Banerjee led West Bengal government. A five-judge bench of the high court including the acting Chief Justice Rajesh Binda had earlier ordered the West Bengal Police to register the complaints of victims of the violence. In addition, the state government was asked by the court to provide medical care and ration to the victims, including those who didn’t have their ration cards.

It may be recalled that extensive political violence had broken down in the state of West Bengal after the assembly election results were declared on May 2. The major parties of the state- TMC and the BJP both accused each other of instigating violence leading to rape, murder and property destruction of party workers.

Acting on the post-poll violence and allegations by the victims of their complaints not being registered, the Calcutta High Court stepped in. The court ordered the National Human Rights Commission(NHRC) to form a committee to investigate the matter. News agency ANI reported that the NHRC committee probing the alleged human rights violations was attacked in Jadavpur on June 29.

The NHRC Committee submitted an interim report last week which formed the basis for the court’s order calling on the police to register all complaints. The high court has also issued a notice to the DM and the police superintendent of Jadavpur, demanding the reason why contempt of court case should not be lodged against them. The case is expected to be heard this week.

The West Bengal government has decided not to release its Chief Secretary Alapan Bandyophyay who was asked by the Centre to report to Delhi on Monday.

West Bengal Chief Minister Mamata Banerjee wrote to Prime Minister Narendra Modi on Monday informing him about the decision and urged him to rescind the order. Last week the Union government issued an order asking the Chief Secretary to report to the Central government at 10 a.m. on Monday. The Centre is likely to initiate disciplinary proceedings against Mr Bandyopadhyay, said a senior government official.

“The government of West Bengal cannot release and is not releasing, its Chief Secretary at this critical hour on the basis of our understanding that the earlier order of extension, issued after lawful consultation in accordance with applicable laws, remains operational and valid. The latest order is also clearly in violation of applicable laws and against public interest: it is, in any case, ab initio void,” Ms Banerjee wrote in the letter addressed to the Prime Minister.

“I thus humbly appeal to your conscience and good sense, on the behalf of people of West Bengal, and request you to rescind the latest order,” she added.

“I really and sincerely hope that this latest order is not related to my meeting with you at Kalaikunda. If that be the reason, it would be sad, unfortunate and would amount to sacrificing public interest at the altar of misplaced priorities,” she wrote referring to the incident where she skipped the review meeting on cyclone ‘Yaas’ chaired by the Prime Minister. Mr Bandyophyay had accompanied the Chief Minister.

The Election Commission of India on Wednesday issued a notice to West Bengal chief minister and TMC leader Mamata Banerjee on her appeals for seeking votes over communal grounds.

Addressing a rally on April 3, Banerjee appealed to the Muslim voters to unite against the Bharatiya Janata Party (BJP) and not let their vote be split, reported news agency ANI.

“I am requesting my minority brothers and sisters with folded hands, don’t divide the minority votes after listening to the devil person who had taken money from the BJP. He passes many communal statements and initiate clashes between the Hindu and the Muslims”, West Bengal CM Mamata Banerjee said addressing a rally in Hooghly on April 3.

She added, “he is one of the apostles of the BJP, a BJP comrade. The comrades of CPM and BJP are roaming around with the money given by BJP to divide the minority-votes.”

The EC in its recent notice asked Ms Banerjee to explain her stand within 48 hours.

The notice was based on a complaint by a BJP delegation led by Union Minister Mukhtar Abbas Naqvi.

Ms Banerjee’s comment has attracted a lot of attention. Lashing out at Ms Banerjee, PM Narendra Modi on Tuesday said the TMC supremo’s appeal to Muslims to vote en bloc for her party reflects fears that minority votes are slipping out of her hands.

“Didi recently asked all Muslims to vote for her. It shows that the Muslim vote bank is slipping out of her hands. Had we said the same thing that all Hindus should unite, everybody would have criticised us. The EC would have sent us notices. We would have been censured,” Modi said.

PM Modi has addressed two public meetings during the day. He also pointed out that a similar appeal to Hindus by his party would have drawn the wrath of the media and the Election Commission.

Taking a jibe at TMC supremo Mamata Banerjee, PM Modi asserted that has problems with people sporting a ‘Tilak’ and wearing saffron and her angry reactions indicate that she has already lost the elections.

Addressing a rally in North Bengal’s Cooch Behar district, the PM had said, “Recently, you appealed for Muslim unity and said their votes should not divide. It shows that Muslim vote bank, which you considered as your strength, has slipped out of our hands. It shows that you have lost the poll,” ANI reported.

Bengal Elections 2021: Election Commission denies claims of violence at voting centers in Nandigram

The Election Commission of India (ECI) on Thursday, April 1, sought a detailed report of the sporadic violence that erupted amid heavy voting in West Bengal’s Nandigram constituency. In a response to the grievances highlighted by the West Bengal CM and TMC candidate Mamata Banerjee, the EC asked General Observer Hemen Das and Police Observer Ashutosh Roy to overlook the polling station number 7, reported ANI.

“Media has covered the incident of alleged gherao of West Bengal CM & crowding at polling station no 7 at Nandigram seat today that inter alia resulted in disruption of poll process. General Observer Hemen Das & Police Observer Ashutosh Roy were asked to go to spot,” Election Commission (EC) said in its response to Ms Banerjee’s letter.

Detailing the report submitted by General Observer Hemen Das, EC denied the claims of disruption at the polling center in Boyal Moktab Primary School polling station (in Nandigram) at 4:06 pm.

“In his report at 4.06 pm today from Boyal Moktab Primary School polling station (in Nandigram), General Observer Hemen Das reported that ‘polling was not disrupted at any moment’” Election Commission of India said in a statement.

The recent report was sought after West Bengal Chief Minister Mamata Banerjee visited several booths across the high-profile Nandigram constituency, where she is pitted against her former lieutenant Suvendu Adhikari of the BJP.

In its report, the EC also added that a separate handwritten complaint was received from West Bengal CM via CEO West Bengal today in the late afternoon.

Post Mamata Banerjee’s visit at the booths in the Nandigram constituency, several Bhartiya Janata Party (BJP) supporters reportedly started chanting ”Jai Shri Ram” slogans.

The heavy voting was followed by sporadic violence and minor clashes which led to the violence between supporters of the two parties, and TMC leaders demanded re-polling in booth number 7, police said. Meanwhile, Central forces tried to restore law and peace in the area.

TMC supremo’s recent statements did not seem to go well with her contemporaries as Union Minister and BJP leader, Giriraj Singh questioned Mamata Banerjee’s story about ‘Gotra’ and asserted that she is scared now. He also alleged that she sometimes attacks BJP workers like Suvendu and sometimes uses gotra.

“Due to fear of losing polls, Mamata Didi has told her gotra. Didi, just tell me, if ‘Shandilya’ is also gotra of Rohingyas & infiltrators. The recent statements from Ms Mamata Banerjee come after, the campaigning for the second phase of elections in Bengal came to an end. Meanwhile, on the last day of campaigning, TMC and BJP have given their full strength as Nandigram is reported to be one of the most important constituencies.

Prime Minister Narendra Modi on Sunday, March 21, visited Bankura, West Bengal ahead of the state’s assembly elections scheduled later this month. Addressing a rally, PM Modi launched fresh attacks on Trinamool Congress (TMC) and accused the party of indulging in corruption by exploiting the schemes launched by the central government.

During a rally in Bankura, the Prime Minister slammed TMC for making hollow promises. “Where there is a scheme, there’s a scam,” said PM Modi.

He further added that the game of corruption won’t continue in the state and a real change is coming for development, urging the people of the state to vote for Bharatiya Janata Party (BJP).

“The game of corruption will not continue in Bengal. “Asol Parivartan” (real change) is coming for development of Bengal,” the Prime Minister said.

Targeting the West Bengal chief minister Mamata Banerjee, PM Modi in his second visit to Bengal said that she has only made hollow announcements in the last 10 years. The Prime Minister added that she has shown her true colours 10 years back, the people of Bengal would not have voted her party.

“You keep saying ‘Khela Hobe’ while people of West Bengal have decided ‘Khela Shesh Hobe’ (the game will end),” PM Modi said.

“The picture of Bankura today is witness that people of Bengal have decided on May 2, ‘didi jacche ashol poriborton ashche, ashol poriborton anche (Did is going, real change is coming),” he added.

The Prime Minister also added that the more he questions Banerjee, the angrier she gets. “Now she says that she doesn’t like my face. Didi, in democracy, it is the public service and not the face which is put to test,” he said.

Training guns at TMC, PM Modi mentioned that it is important to bring the BJP government in the state to get corruption-free systems. “To give top priority to development, BJP government is necessary for Bengal,” added PM Modi.

Meanwhile, owing to the attacks made by Prime Minister Narendra Modi, West Bengal will see a tough battle between the ruling TMC and the BJP. Assembly polls in Assam for 126 seats will be held in three phases on March 27, April 1, and April 6. The counting of votes will take place on May 2.

ECI orders a temporary ‘restraining’ order on political appointees in Bengal: Report

In a landmark move ahead of the West Bengal polls, the Election Commission of India (ECI) has issued an order to temporarily restrain political appointees who are holding the office of Administrators in West Bengal’s urban local bodies, despite the end of their elected term to participate in functions of the Board during the enforcement of the Model Code of Conduct.

In its two-page order issued on Saturday, the EC asserted that the move was being taken in order to avoid a situation where ‘critical functions’ of the urban local bodies are actually discharged, thereby leveling ‘the playing field during the operation of the Model Code of Conduct and ensuring impartiality during the election process.’ The EC further mentioned that the move is being taken in order to

Issuing 4 sets of directions, the EC said, “A committee headed by Chief Secretary, West Bengal, and Principal Secretary Urban Development, and Principal Secretary Personnel as members shall appoint the government officials, keeping in view ECI’s instructions to discharge functions of the Administrators/Head of Board of Administrator, as the case may be, during the period of Model Code of Conduct.”

Veteran Actor from Kolkata, Soumitra Chatterjee has been admitted to a hospital in Kolkata after testing positive for COVID-19. A report by PTI states that he has been unwell from the past few days and now has finally been admitted to a hospital. He has won 7 Filmfare awards, a National Award for Best Actor for the film Podokkhep and is also a Padma Bhushan award wielder, and many more such awards. The veteran actor is very well known for his work with the Oscar-winning film director Satyajit Ray, with whom he has worked in almost 14 films.

Press Trust of India shared this news via their Twitter handle that the veteran actor has been tested positive for COVID-19 as per the health officials. Soumitra’s daughter, Poulomi Basu, then told the news agency that the Dadasaheb Phalke Award winner actor was unwell since the past three days with fever. She then added that her father tested positive for the virus on Monday night. Sharing a current status of his health, Poulomi Basu said that “Baba (father) is stable now. He is fully conscious. He is under observation due to his advancing age.”

West Bengal Chief Minister Mamta Banerjee on Tuesday while addressing a programme to mark Bengal’s first Police Day, said that the vicious rumours being spread by a political party, that the West Bengal government has said there will be no Durga Puja this year if proved, she “will do sit-ups in front of people 100 times”.

“A political party is spreading vicious rumours about Durga Puja, so far we haven’t had any meeting on it. Prove that the West Bengal government has said there will be no Durga Puja, I will do sit-ups in front of people 100 times,” said Mamata Banerjee.

She also said that spreading fake news to destroy communal harmony will not be tolerated in any manner and also asked the police to find the people who spread fake news and punish them appropriately.

“Some fake IT pages are spreading misinformation on Durga Puja. I am asking the police to find these people who are purposely spread fake news and make them hold their ears and do sit-ups. Only fake news is being spread to destroy communal harmony. Those who have never worshipped Kali and Durga or Hanuman are talking about puja,” she added.

The existing COVID-19 lockdown measures in West Bengal have been extended till September 20.

West Bengal Chief Minister Mamata Banerjee said on Wednesday (August 26) that current lockdown measures will remain in place in the state till 20th September and a complete lockdown would be observed on 7th, 11th and 12th September. After a Cabinet meeting, Mamata said that Metro Railway can resume services by observing social distancing and other precautionary norms.

The Chief Minister further added, “Schools, colleges and other educational institutes would remain closed in the state till September 20. The other existing restrictions would be in place. There would be complete Lockdown in the state on September 7, 11, and 12.”

Announcing a series of relaxations, she also allowed resumption of flight operations from six COVID hotspot states but extended the closure of educational institutes till September 20.

She said, “We have received several requests to resume flight operations from six COVID hotspot states. So from September 1, flight services from these six states can resume thrice a week.”

Kolkata: West Bengal Chief Minister Mamata Banerjee today appealed to the Centre to assess the risk and postpone the Joint Entrance Examination (JEE) and National Eligibility cum Entrance Test (NEET) 2020 until the situation becomes conducive to hold the exams.

Banerjee stressed that it is the duty of the government to ensure a safe environment for all our students.
