President Muizzu fulfills pledge as Maldivian forces unprepared for Indian aircraft

Indian military personnel in the Maldives operated two helicopters and a Dornier light transport plane before leaving on Friday (10th May).

After their departure, it was revealed that Maldivian forces lack the capability to operate these aircraft.

The revelation came from Maldivian Defense Minister Ghassan Maumoon during a press briefing in Male, just days after the Indian troops left.

Defense Minister Ghassan Maumoon mentioned that while some members of the Maldivian National Defence Force (MNDF) have begun flight training, none are currently qualified to fly the aircraft that were left by the Indian military.

Defense Minister Ghassan Maumoon explained that the training for Maldivian personnel to operate aircraft includes several stages, which they haven’t completed yet for various reasons. As a result, there are currently no licensed or fully operational pilots in the force to fly the two helicopters and the Dornier aircraft.

This statement from Maumoon contrasts with earlier claims from top officials in President Mohamed Muizzu’s new administration, who stated that the MNDF had qualified pilots.

The departure of Indian personnel from the Maldives last Friday was in line with a February agreement. Removing Indian forces was a key promise in President Muizzu’s 2023 election campaign.

Public Reassurance Given

On Saturday (11th Fri)., Maldives Foreign Minister Moosa Zameer announced that 76 Indian military personnel, who had been stationed in the Maldives, were replaced by civilian staff from Hindustan Aeronautics Limited, the company that manufactured the gifted helicopters.

Zameer clarified the number of troops that had been repatriated as India completed its troop withdrawal ahead of the May 10 deadline. This move came promptly after President Mohamed Muizzu, who leans pro-China, took office in November and demanded the repatriation.

Following his first official visit to India, Zameer held a press conference where he detailed the previous presence of Indian soldiers in Maldives locations such as Hanimaadhoo, Kadhdhoo, and Gan.

Local media reports quote Moosa Zameer stating that the withdrawal of Indian troops occurred in stages: 26 soldiers left Gan between March 7 and March 9, another 25 left Hanimaadhoo from April 7 to April 9, 12 departed from Kadhdhoo on Tuesday (7th May) and the final group of 13 left Kadhdhoo on Thursday (9th May).

During the same press conference, Defense Minister Mohamed Ghassan Maumoon assured the public that the Maldives government had verified the civilian status of those replacing the Indian military personnel.

He confirmed that the aircraft are now officially managed by the Defence Ministry and the Maldives National Defence Force (MNDF).

On March 6, 2024, Naval Detachment Minicoy will be commissioned as INS Jatayu by the Indian Navy. Chief of the Naval Staff Admiral R Hari Kumar will be present at this historic event, underlining the strategic value of the Lakshadweep Islands to the country’s marine defence.

A significant component in protecting Minicoy, the southernmost island of Lakshadweep, is Naval Detachment Minicoy, which was founded in the early 1980s and is operated by the Naval Officer-in-Charge (Lakshadweep). Due to its strategic placement straddling the Sea Lines of Communications (SLOCs), this island is essential for enhancing security measures.

The Indian Navy’s determination to gradually improve the security infrastructure in the Lakshadweep Islands is demonstrated by the commissioning of INS Jatayu. The whole operational capabilities of the Indian Navy in the area are anticipated to experience a significant increase with autonomous naval units like INS Jatayu, which are outfitted with the required resources and infrastructure.

The Indian Navy’s operational reach will be greatly expanded with the establishment of INS Jatayu, which is not just symbolic. In the Western Arabian Sea, the base is positioned to be a key player in anti-piracy and anti-drug operations, which will enhance regional security. INS Jatayu will also strengthen the Indian Navy’s capacity to quickly respond to new threats because it is the first responder in the area.

An age of increased security, all-encompassing development, and capacity building in the island regions is anticipated to begin with the deployment of INS Jatayu.

This strategic manoeuvre is even more essential because Minicoy Island is located so close to the Maldives. The island is only 500 kilometres from the coast of the Maldives, which has Indian defence circles concerned about the recent changes in diplomacy between Beijing and Male. Recent months have seen difficulties in India’s relations with the Maldives, and the increasing proximity of Male to China has caused some consternation in New Delhi.

Notably, the choice of establishing a naval base on Minicoy Island is regarded as a proactive reaction to the geopolitical developments taking place in the area. With the recent presence of a Chinese spy ship in the Maldives, India’s security concerns have grown, and the Indian Navy has to be more present in the Lakshadweep region.

Defence Minister Rajnath Singh calls on Maldives President, hands over patrol vessel

New Delhi/Male, May 2: Indian Defence Minister Rajnath Singh, who is visiting the Maldives, on Tuesday paid a courtesy call on Maldives President Ibrahim Mohamed Solih, who later commissioned the new offshore patrol vessel gifted by India to Maldives.
The meeting was held at the President’s Office in the morning.

Speaking at the meeting, President Solih fondly spoke of the long history of close cooperation between the neighbouring countries.
He said the relationship between the two countries had been remarkable within the past four years, with numerous high-level visits and people-to-people contact, a statement from the President’s House said.

Rajnath Singh expressed confidence in the continued partnership in defence cooperation between India and the Maldives, highlighting that the commissioning of the Coast Guard Ship ‘Huravee’ and the Landing Craft gifted during the Defence Minister’s visit would strengthen the Maldives’ capabilities in maritime security.

President Solih commended the remarkable progress achieved in the hydrography surveys being conducted with assistance from India. He expressed gratitude to the government of India for providing the equipment to undertake the study. The Defence Minister highlighted that three rounds of surveys had been conducted to support the Maldivian government’s blue economy initiative. He stated that the charts drawn up from the surveys have now been shared with the Maldives and assured India’s assistance in the periodic update of the charts.

Speaking further, President Solih expressed gratitude for India’s continued aid and support to the Maldives in various sectors, noting that it is a testament to India’s special regard for the Maldives. He also conveyed the Maldives’ commitment to strengthening this relationship.
Concluding the meeting, the Defence Minister spoke about the progress of various developmental projects undertaken by India in the Maldives and assured India’s continued assistance and support to the Maldives.

President Solih later commissioned the new offshore patrol vessel gifted by India to Maldives. The ceremony took place this morning at the port area of The Maldives National Defence Force (MNDF)’s Coast Guard ships in Hulhumale.

Indian Defence Minister Rajnath Singh, Maldives Minister of Defense Mariya Ahmed Didi, Indian Higher Commissioner Munu Mahawar, and a delegation of the Government of India and senior officers of the MNDF attended the ceremony as well.

During the ceremony, President Solih handed over the national flag to be hoisted on board the offshore patrol vessel to the Commanding Officer. The ship, named ‘C.G.S. Huravee’ started service today, and was given as an exchange for the ship previously being operated as “C.G.S. Huravee”.

At the ceremony, Minister Mariya Didi presented a plaque of appreciation to her Indian counterpart Rajnath Singh in honour of their continued aid.
This donation will greatly improve the Maldives National Defence Force Coast Guard’s operating capabilities in maritime security, bolstering national security, the statement said.

Maldives President to visit India today

According to a press release by the Indian Ministry of External Affairs, Solih is scheduled to visit New Delhi, Prime Minister Narendra Modi, the newly elected president Droupadi Murmu and several senior officials of the government.

There will be several discussions between the two governments to strengthen bilateral ties and several memoranda of understanding (MOUs) will be signed and exchanged. Prime Minister Modi and Solih will be addressing the exchanges and outcomes via a press conference.

The Maldivian President is also set to meet senior executives from Indian industries in New Delhi and Mumbai. In this regard, two business-to-business forums have been planned for each city.

Solih is scheduled to meet the Governor of Maharashtra, Bhagat Singh Koshiyari and will be touring the BSE (Bombay Stock Exchange). He will also visit JNPT (Jawaharlal Nehru Port Trust) in Navi Mumbai to meet with the management team and observe the operations of the port.

President Solih will be accompanied by a Maldivian delegation of senior officials from the government and Maldivian businesses.

The press release stated “Maldives is India’s key neighbour in the Indian Ocean Region and occupies a special place in India’s Neighbourhood First Policy. In recent years, the partnership has witnessed rapid growth in all areas of cooperation. President Solih’s upcoming Official visit will provide an opportunity for the two leaders to review the progress made in this wide-ranging partnership and lend further momentum to it.”

Rajapaksa Gotabaya flees Sri Lanka, PM is also now the acting President

Colombo, July 13: Prime Minister Ranil Wickremesinghe on Wednesday became the acting President of Sri Lanka after beleaguered incumbent Gotabaya Rajapaksa flew out to The Maldives in a military jet, triggering fresh protests in both countries.

Angered in part by Rajapaksa’s quiet pre-dawn flight and his unexpected decision to appoint Wickremesinghe as the acting President, hundreds of anti-government protesters stormed the Prime Minister’s office in the heart of Colombo after battling security forces.

The slogan-shouting crowds barged in after repeated tear gassing failed to disperse them.

The scene mirrored what was seen in Colombo on July 9 when anti-government protesters who had been on the streets for months seized the President’s House, the nearby Presidential Secretariat and the Temple Trees, the Prime Minister’s official residence.

A seemingly unruffled Wickremesinghe announced in a nationwide broadcast that he had formed a committee comprising the Chief of Defence Staff, commanders of the three wings of the armed forces and the police chief “to restore law and order in the country”.

He said the committee will be given “every authority to act without interference from politicians”.
President Rajapaksa left Sri Lanka with his wife and two security guards before dawn on Wednesday and quickly reached Male, capital of the Indian Ocean atoll nation the Maldives. A later report said he will leave for Singapore later in the day.

The dramatic flight took place a day after Sri Lankan immigration reportedly refused to let the President. And his brother and former Finance Minister Basil Rajapaksa to leave the country through the main airport.

Military sources had on Tuesday indicated that President Rajapaksa. Whose policies have been widely blamed for impoverishing Sri Lanka, could leave for the Maldives or India. Before he resigns formally on Wednesday as promised earlier.

The President reportedly wanted to be out of Sri Lanka before he quits so that he doesn’t get detained.
The Indian High Commission here on Wednesday denied as “baseless” reports. That it helped President Rajapaksa to leave for the Maldives. And reiterated its support to the people of Sri Lanka. “As they seek to realize their aspirations for prosperity and progress through democratic means and values”.

Prime Minister Wickremesinghe, acting in place of the President, earlier ordered emergency measures across Sri Lanka. A curfew in the Western Province which includes Colombo, and ordered security forces to act against rioters.

Wickremesinghe’s private residence was on the weekend burnt down by protesters. Destroying his collection of valuable books and paintings besides all personal belongings.

EAM S. Jaishankar to visit Maldives and Sri Lanka to enhance ties

New Delhi, March 26 (UNI) External Affairs Minister S Jaishankar will pay an official visit to close Indian Ocean neighbours the Maldives and Sri Lanka from March 26-30, in a visit that will see the inking of several agreements with Male. Jaishankar is visiting Maldives from March 26-27 at the invitation of the Minister of Foreign Affairs Abdulla Shahid. The EAM would be visiting Addu city during which he will call on President Ibrahim Mohamed Solih and hold discussions with the Foreign Minister Abdulla Shahid. The EAM’s visit will see the signing of several agreements related to the bilateral development cooperation, inauguration/handing-over and launch of a number of key India-supported projects that will contribute to the socio-economic development of the Maldives and enhance its security, an official statement said.

He will be visiting Sri Lanka from March 28-30 at the invitation of his Sri Lankan counterpart Prof. G.L. Peiris. The EAM’s visit follows the visits to India by Sri Lankan Finance Minister Basil Rajapaksa in December 2021 and earlier this month and that of Minister G.L. Peiris in February 2022. The bilateral meetings and interactions which EAM will have in Sri Lanka highlight the priority that the Sri Lanka occupies for India. While in Sri Lanka, EAM will also participate in the BIMSTEC Ministerial Meeting on March 29 in Colombo. Both Maldives and Sri Lanka are India’s key maritime neighbours in the Indian Ocean Region and occupy special place in Prime Minister’s vision of ‘SAGAR’ and Neighbourhood First. EAM’s visit is testimony to the importance that India attaches to its close and friendly relations with the Maldives and Sri Lanka, it said.

Bollywood couple Aishwarya and Abhishek Bachchan had flew into Maldives to spent their first wedding anniversary in the most romantic way. However, Abhishek recalls it as a ‘disaster’.

In an interview with Vogue magazine, Abhishek recalled their dinner date in Maldives and said, “”So this is for men everywhere—don’t believe that bit about a candlelight dinner on the beach being the most romantic thing in the world. I tried that for our anniversary [in 2009] in the Maldives, and it was a disaster. First of all, the wind keeps putting the candle out. Second, there’s sand in your food so it tastes like crap. I’m here to tell you guys, just don’t do it.”

Talking about his wife, he added, “I think the most romantic, coolest thing about my wife is that I can spend hours just shooting the breeze with her. We can talk all sorts of rubbish and have an in-depth conversation for hours. We’ve actually spent entire nights just talking. I think that’s the most romantic thing you can do for your wife, really—to just be there for her, make yourself available, share and listen.”

Randhir Kapoor transferred to ICU; further COVID-related testing to be done

Randhir Kapoor, a veteran filmmaker, tested positive for COVID-19 on Thursday evening. He was taken to Kokilaben Ambani Hospital right away. Along with him, five of his employees had tested positive. The veteran actor is best known for his roles in Kal Aaj Aur Kal, Jeet, Jawani Diwani, Lafange, and Raampur Ka Lakshman Haath Ki Safai. He married actress Babita and has two children, Karisma and Kareena Kapoor Khan.

It should be noted that Neetu and Ranbir both tested positive for COVID 19 but have since recovered. The Yeh Jawaani Hai Deewani actor and his girlfriend Alia Bhatt recently returned from the Maldives.

On Friday, April16, Abdulla Shahid, Minister of Foreign Affairs of Maldives visited India for working purpose from 15-16 April.

During his visit to New Delhi, Foreign Minister Shahid met the External Affairs Minister of India Dr. S Jaishankar today for discussions on bilateral, regional and international issues of mutual interest.

Abdulla Shahid interacted to media and talks about Maldives’ relation with India and China. He said, “In international relations there is no comparison. For countries like Maldives, we have only friends. We don’t compare friends. But India has always been first responder & our best friend.”

He further added– “We believe that the Indian Ocean is a zone of peace & security that is essential to be stable, for the prosperity of Maldives. We are working with all our friends to make sure that it remains the same,” as quoted by ANI.

Indian Navy’s ‘Dornier aircraft’ grounds at Maldives for MNDF operations to monitor Chinese vessels

The Dornier aircraft provided by the Indian Navy to the Maldives, today landed in the Maldives. It will operate under the command of the MNDF (Maldives National Defence Force) while running costs will be borne by India.

One of the people cited above said about its importance and operations, “The aircraft will help in monitoring the activities of Chinese vessels in regional waters. The surveillance of the EEZ includes the tracking of all adversarial movements, illegal, unreported and unregulated fishing, and drug and human trafficking.”

He added that this aircraft would help counter-terror activities, “In light of the Mahibadhoo and Laamu attacks by suspected terrorists, the Dornier aircraft will also be useful in the counter-terrorism sphere. The isolated and dispersed nature of islands and resorts can be safeguarded only by a technologically capable fixed-wing aircraft,”

The Indian high commission in Male tweeted, “As per Govt-to-Govt Agreement & discussions started in 2016, the Dornier arrives! It will engage in humanitarian relief efforts & joint-EEZ surveillance under command & control of #MNDF; It proudly dons #MNDF colors & crest, and will involve Maldivian pilots in its operations”.

“While it could not get implemented earlier, the present government of President Ibrahim Solih has been able to implement it. Maldivian pilots, observers, and technical personnel are being trained to operate the Dornier aircraft since June 2017,” said an official who declined to be named.
The current government of the Maldives has been successful in getting more such training programs organized by India, the official said.

Maldives is a good friend for India while having a strategic position in the Indian Ocean. Earlier, India received help from the Maldives to block the way of Pakistan to host the SAARC summit.

Maldives foreign minister Abdulla Shahid while addressing SAARC, called for creation of a conducive environment to reach consensus on convening the 19th SAARC summit. “At this point, we are preoccupied with dealing with Covid-19 pandemic and do not think It is the appropriate time to discus the time of summit,” he said. The current SAARC chair Nepal had put the stalled summit process on meeting agenda, calling for member states to explore options to hold the summit. The proposal had to be dropped.

Earlier Maldives stood up for India at the OIC. At an OIC meeting in May, the Maldives refused to support any action by the organization which singled out India for “Islamophobia”. Even as the OIC looked to step up attacks on India, the Maldives said singling out India for Islamophobia would not just be factually incorrect but also detrimental to religious harmony in South Asia.

The SAARC summit was to be organized at Islamabad in Pakistan in the year 2016. After the URI incident in 2016 India called out for boycott of the event since then, the summit is on hold. This can be considered as a diplomatic win for India to block the way for Pakistan to host the event.

India provides financial assistance of $250 Million to Maldives to combat COVID-19

Indian government provided the Maldives with $250 million worth financial assistance on Sunday as budgetary support to help it recover from the Coronavirus pandemic. The ceremony was held at the ministry of foreign affairs of Maldives in the presence of Foreign minister Abdulla Shahid, finance minister Ibrahim Ameer, high commissioner Sunjay Sudhir and the head of State Bank of India (SBI) Male, Bharat Mishra.

“The assistance is being provided under the most favourable terms possible to the Government of Maldives. It is to be made available through treasury Bond sale to the State Bank of India (SBI), Male, which has a tenure of 10 years for repayment. Since the principal payment is due only at the end of 10 years, it will not put any immediate debt servicing liability other than bi-annual interest payment. Maldives is the only country to which India has provided such assistance,” the Indian mission statement said. The budgetary support is being extended without any conditions, the Maldives government can use it according to its own priorities and the transaction won’t be reflected in the external borrowings of the Maldives.

India has also continuously lifted export restrictions on medical consumables, respiratory apparatus, and testing kits and reagents throughout the pandemic to assist the Maldives in its battle against Covid-19. India has also maintained the supply of essential commodities to the Maldives despite global trade disruptions.

India announces a $500 million aide for Maldives

India’s External Affairs Minister S Jaishankar told the External Affairs Minister of Maldives, Abdulla Shahid, that the Indian Government will support the Greater Male Connectivity Project with a grant of $100 million and a $400 million line of credit.

India considers creating an “air bubble” as Maldives welcomes tourists

The Republic of Maldives is opening its borders to all visitors this month amidst the Coronavirus pandemic. The country had announced in the month of June that it will be opening up its borders for tourism in the next month.

With this news of reopening of the country, India is planning to establish an air-bubble with Maldives for the tourists to travel to the island country. The formal request for the same has been received by New Delhi from the Maldives government.

The aviation minister of India, in the month of June, announced that India might consider establishing travel bubbles with countries as a part of the Vande Bharat mission. “I expect to reach half of the pre-corona level of 1.5-1.6 lakh domestic travelers by mid-July. At that point, we will consider resuming international fights on a country-by-country basis” said H.S. Puri.

The establishment of the air bubble would enable the movement of international flights to and from Maldives, even before India resumes regular international travel. As per the Indian Express, the bubble would also allow around 6000 Indian nationals, who had been evacuated in May, to go back to Maldives and continue with their livelihoods.

At the same time, this bubble would also resuscitate tourism in Maldives. The economy of the country is pre-dominated by the Tourism sector. The sector has a 70% contribution to the GDP of the country.

On June 23, the president of the country, Ibrahim Solih, announced the re-opening of the nation and the resorts from July 15. However, the populated areas like the country’s capital Male, would reopen by 1st August.

Apart from cutting on the visa and landing cost, the government has also announced that there is no need to present prior testing certificates or to self-quarantine. The president has also mentioned that they would be conducting a test, a day prior to a tourist’s departure back to India, to ensure that they are not carrying the infection with them. The president termed it as a ‘gesture’ from their side.

As of July 11, the country, with a population of 5,00,000, had nearly 2700 COVID-19 positive cases, out of which over 2200 have recovered and only 13 deaths have been reported so far. Thus, the country has been considered as a low-risk zone.
