Tamil Nadu's most common delicacy, Upma, took over the proceedings of the Tamil Nadu Assembly today leading to a mouth watering debate.

Chennai, Apr 5: Upma, a tasty South Indian cuisine, which can be made with in minutes to fulfill the hungry during curch situations, dominated the proceedings leading to a mouth watering debate in the Tamil Nadu Assembly today.

Ask any random foodie in the State to name one of their least favorite recipes, at least a few would say ‘upma’ (a south Indian recipe made of
broken rice, rava and wheat).

Such is the extent to which the ready to cook recipe exhausts many if not most south Indian foodies. But, the least inspiring food dominated the discourse of the State Assembly leading to lively debates between the treasury benches and the Opposition during the demand for grants for agriculture department.

Former AIADMK Minister OS Manian set the tone for the mouth-watering debate when he said that the farmers of the State expected a sumptuous meal comprising rice, poriyal, aviyal, vadai and payasam, but all that they got in the exclusive agriculture budget was ordinary upma.

Not content with the Budget interpretation of the opposition MLA, State Agriculture Minister MRK Panneerselvam said that even Upma is good. He said the government cannot do magic instantly, it has just begun and they would do wonders for the farmers gradually.

The aroma of the Upma debate, which happened just past-noon, was so teasing that Leader of the House and Water Resources Minister Duraimurugan intervened and asked the AIADMK member to avoid the Upma reference when members were experiencing hunger pangs as the lunch time was nearing.

In another instance of an interesting and lively interaction, Industries Minister Thangam Thennarasu, reading between the lines of the opposition MLA, when he drew the government’s attention to the overgrowth of “aagaya thamarai’ (water hyacinth, a weed) in the waterbodies in the state.

In a witty comment that had the members in splits, Mr Thennarasu wondered if there was a political connotation behind the MLA’s remark about aagaya thamarai, (as Thamarai in Tamil means Lotus, which is the symbol of AIADMK’s key ally BJP).

Paperless Assembly, often known as e-Assembly, is a concept that uses electronic tools to assist all legislative tasks.

The Nagaland Legislative Assembly (NLA) on Saturday became the first in the country to have operationalized the National e-Vidhan Application (NeVA) program for conducting a session in paperless mode.

The Nagaland Assembly Secretariat has placed a tablet or an e-book on each of the 60 members’ tables as the Budget session for fiscal 2022-23 began this morning. “This is the medium through which we will be using this NeVA application in the Assembly as part of the pursuit to have a paperless House,” Speaker Sharingain Longkumer said in a statement.

Mr. Longkumer stated that a comparable system operating outside the framework of NeVA has been in existence in Himachal Pradesh and that many other state assemblies are headed in this way. Paperless Assembly, often known as e-Assembly, is a concept that uses electronic tools to assist all legislative tasks. The Ministry of Parliamentary Affairs is in charge of the process.

The Assembly Secretariat has already undertaken initial familiarisation training for members, and the training program will be continued for the benefit of all members.

It will be ramped up in the following days to fully utilize the e-Vidhan system and fulfil one of its goals of making the state legislature’s operations paperless, he added. Parliament and all state legislatures will be effectively networked after all other assemblies implement it, according to the Speaker.

The expenditures for implementing NeVA are split 90:10 between the central and state governments. “The Ministry of Parliamentary Affairs has complimented the Nagaland Assembly for being the first in the country to operationalize it,” the Speaker informed the House. According to the Minister of State for Parliamentary Affairs, the goal of NeVA is to unite all of the country’s legislatures together on one platform, establishing a large data bank.

On September 13, the Tamil Nadu Legislative Assembly passed a bill seeking to release the state from the National Eligibility cum Entrance Test (NEET) exams.

The suicide done by a medical aspirant due to fear of the result in the National Entrance-cum-Eligibility Test was been recalled by the main opposition AIADMK targeting the government in the Tamil Nadu Assembly, while to ensure social justice Chief Minister M K Stalin tabled a Bill in the assembly, looking out for a permanent relief to the student from NEET and give the admission to medical courses based on Class 12 marks.

Targetting the government for the suicide of 19-year old Dhanush, K Palaniswami said, “though the DMK had promised ‘cancelling’ NEET, it was not done and several students had not prepared well.” Whereas Speaker M Appavu obliterated some of the remarks which were made by K Palaniswami.

“NEET was conducted for the first time in Tamil Nadu when Palaniswami was the Chief Minister and it was not held even when late J Jayalalithaa was the CM,” said MK Stalin.

Speaking on the condolence motion in the Legislative Assembly on Monday, Maharashtra Chief Minister Uddhav Thackeray paid his respects to the former President Pranab Mukherjee on the first day of the state legislature’s monsoon session, according to reports from PTI.

Thackeray recollected the first time he met Mukherjee wherein the latter had visited his home ‘Matoshree’ with NCP chief Sharad Pawar as part of his campaign for the presidential polls.

“I realised he was a sensitive human being who treated others with respect. This is a rare quality,” he said.

He also recalls the time when he was asked to meet Mukherjee on his visit to Mumbai after becoming the President. “I went to the Raj Bhavan with Aaditya (Thackeray’s son) and Mukherjee told me he never thought he would be the president. ‘But the Shiv Sena openly supported my candidature and facilitated my win. Unfortunately, Balasaheb Thackeray is not with us now and my tenure is ending’,” the chief minister said recalling Mukherjee’s words.
The chief minister also paid tribute to former chief minister Shivajirao Patil Nilangekar, and former legislature members Anil Rathod, Chandrakanta Goyal among others, who died recently.
“The previous Sena-BJP alliance owed a lot to the Goyal family since several meetings would be held at her (Chandrakanta Goyal’s) residence. I remember Chandrakanta Tai and Ved Prakashji,” Thackeray said referring to Ved Prakash Goyal, who was the BJP’s treasurer for a long time.

While speaking on the condolence motion, opposition leader Devendra Fadnavis described him as an excellent parliamentarian and statesman. He also paid tributes to former chief minister Shivajirao Patil Nilangekar.
