J&K bills provide justice to those deprived of rights for last 70 years: Amit Shah in LS

New Delhi, Dec 6 : The Lok Sabha on Wednesday passed the Jammu and Kashmir Reservation (Amendment) Bill, 2023 & The Jammu and Kashmir Reorganisation Bill, 2023 after an intense debate in the house.

Replying to the discussion on the Bill, Union Home Minister Amit Shah said Jammu and Kashmir Reservation (Amendment) Bill, 2023 & The Jammu and Kashmir Reorganisation Bill, 2023 will provide justice to those who were betrayed, insulted and ignored for 70 long years.

“The Bill that I have brought here pertains to bringing justice and providing rights to those against whom injustice was done, who were insulted and those who were ignored”, he said.

Talking about the merit on the Bill, two seats will be reserved for Kashmiri migrant community members, and one seat for people displaced from Pakistan-occupied Kashmir. For the first time, 9 seats will be reserved for SC/ST communities.

Shah added that earlier there were 37 seats in Jammu, now there are 43 and there were 46 in Kashmir, now there are 47 and in Pakistan occupied Kashmir (POK), 24 seats have been reserved since PoK is ours.

The Home Minister said “Pakistan attacked Kashmir in 1947 in which around 31,789 families were displaced…10,065 families were displaced during the wars of 1965 and 1971.

“A total of 41,844 families were displaced during these three wars of 1947, 1965 and 1969. This bill is an attempt to give rights and representation to those people” he added.

Shah said that the Bill also provides rights and representation to Kashmiri Pandits who were displayed within their own country.

He said according to today’s figures, 46,631 families and 1,57,967 people were displaced within their own country and this bill is to give them rights and representation” he said.

On the issue of terrorism in Jammu and Kashmir, Amit Shah said, ” Under the Narendra Modi government, the total incidents of terrorism registered have been around 2,000, it marks a 70% reduction in the incidents of terrorism”.

“During the 1994-2004 period, a total of 40,164 incidents of terrorism were registered” he said in the house.

He also informed that during the 2004-2014 period, a total of 7,217 incidents of terrorism took place.

The Home Minister said the since the abrogation of Article 370, Jammu and Kashmir saw an unprecedented transformation under the Modi-led government.

Shah added that the root cause of separatism, the root cause of terrorism was nothing but Article 370″.

He said that , “Those who say what happened after the removal of Article 370?… On August 5-6, 2019, their voices, which were not heard for years, were heard by PM Modi and today they are getting their rights”.

Slamming Congress and first Prime Minister of India Jawaharlal Nehru, the Minister said Jammu and Kashmir suffered due to 2 blunders committed by the former, first announcing a ceasefire and then taking the Kashmir issue to the United Nations.

He added that had Jawaharlal Nehru taken the right steps, PoK would have been part of India now; it was a historic blunder”.

G20 Summit: Lieutenant Governor inaugurates revamped Polo View market

Srinagar, May 12: Ahead of G20 Summit, the Jammu and Kashmir Lieutenant Governor Manoj Sinha on Friday inaugurated revamped Polo view market and said many markets in Srinagar will look like that of Delhi and Chandigarh under the Srinagar Smart City Limited (SSCL) project soon.

“Markets of Lal Chowk and old Srinagar city will look like that of Delhi, Chandigarh and other cities very soon after being renovated under SSCP”, Lieutenant Governor told reporters after inaugurating the Polo View market of the city, renovated under the Smart City Project.

“Lal Chowk and the old city will have new markets soon. People going to these markets will feel as if they are in Delhi, Chandigarh or Mumbai. In the coming days” the Lieutenant Governor said and added “there would be more new markets under SSCP,

Famous Polo view market in summer capital Srinagar is the first ever market given an all-new look under the SSCP and became an eye-catching attraction for locals and tourists.

The market also became the first ever only pedestrian and wire free as all lines including electricity and communication cables have been placed underground.

The market represents a mesmerizing view during the evening amid the illuminated tall Chinar trees adding a jewel in the crown to the market.

The shopkeepers who are ecastics over the beautification of the market expressed their gratitude to the administration for changing the face of the market.

LG was accompanied by SMC Mayor Junaid Azim Matoo, SMC Commissioner Athar Amir Khan and other officials of the administration.

The market has been spruced up under the SSCP ahead of the G20 Summit going to be held in Srinagar this month.

There are about 125 projects under SSCP on which work is going on and most of them are likely to be completed by the end of this month.

Under the smart city projects, the J&K administration has laid cycle tracks and kept the cycles available against hourly charges at various points in the city. Roadside car parking has also been made available.

Minga Sherpa assumes charge as new Director J&K Information Department

Jammu, Apr 29: Minga Sherpa on Saturday assumed the charge of Director, Directorate of Information and Public Relations (DIPR), Jammu and Kashmir.

Sherpa is 2017 batch IAS officer from AGMUT cadre who hails from Darjeeling, West Bengal.
Outgoing Director, Akshay Labroo; Joint Director, Information Kashmir, Mohammad Aslam and other senior officers of the department were present on the occasion.

Subsequently, after assuming the charge, the Director interacted with the officers and officials and was briefed about working of the department.
He asked the employees to work with utmost sincerity and dedication.

Tackle power theft cases to ensure energy security: Jammu and Kashmir Lieutenant Governor Manoj Sinha

Jammu, Apr 26: Stressing on launching a campaign against theft of electricity, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday asked the officers to tackle it on priority since it is an important aspect to ensure energy security to all.

Chairing a meeting of the Power Development Department to review power situation during the upcoming summer months here at the Civil Secretariat, the Lieutenant Governor directed the officers to strictly implement the decisions taken in the earlier meetings to meet any peak demand and proactive actions for robust power distribution and transmission system.

The meeting discussed the various aspects to meet the high electricity demand and a multi-pronged strategy to ensure adequate availability of power.
Sinha sought a detailed report on the ongoing power sector projects and schemes such as installation of pre-paid meters.

He directed the officers to analyse all the issues such as manpower augmentation and rationalisation to provide better power services to the people of J&K and further instructed to complete the augmentation and upgradation work of Grid stations on a war footing.

The Lt Governor also launched Real-Time Data acquisition system (RT-DAS) that would provide real-time access to performance parameters pertaining to different feeders besides other benefits.

A Power Point presentation was given by H Rajesh Prasad, Principal Secretary, Power Development Department on actions taken on the directions during the previous review meeting.

Dr Arun Kumar Mehta, Chief Secretary; along with other senior officials attended the meeting.

Suspected Pakistani drone spotted by BSF Jawans in district of Jammu & Kashmir

On Thursday, 9th June 2022 a suspected Pakistani Drone was spotted by a group of BSF Jawans in the Arnia District of Jammu and Kashmir. Moreover, during the early hours of the day, reported by PTI. The BSF Troops were reported of shooting various rounds of fire at the drone. The drone was at a height of 300 meters when the forces open fired. An extensive search has started in the Arnia district in search of explosives and other dangerous materials.

“A blinking light suspected to be from a drone was observed in Arnia area. (Along the International Border) about 04:15 hours today”. A BSF spokesperson said. “Alert BSF troops fired at the flying object which was at a height of about 300 meters, causing it to withdraw”. He added.

This drone spot came at perhaps the same time when Jammu & Kashmir Police had recovered parts of improvised explosive devices (IEDs). Dropped by a Pakistani drone in the Kanchak District of the Jammu and Kashmir region. This drone was carrying a payload consisting of three magnetic IEDs. That were put inside a tiffin box. With the timer set to various intervals of 3 hours, 8 hours, and so on. Through a controlled explosion, the IED was disabled and dispersed by the BSF contingent.

Forces have also shot down several drones in the recent past in the Samba and Kathua districts of the J&K region. The payload carried by these drones were mostly consisting of IEDs, rifles, and ticky bombs. In April the BSF had shot down a drone entering from Pakistan. Wich was carrying a payload of heroin to deliver to Punjab’s Amritsar.

“The threat of drones is present everywhere along the Indo-Pakistan border but security forces are alert to foil any nefarious design from across the border in the region,” a senior BSF official told PTI on Monday.

The sticky bombs that were recovered from drones were also found in other places around the district. This has significantly increased the risk for the people in the region. Especially during the upcoming Amarnath yatra which is set to begin on June 30.

Era of 1990 back in Kashmir, Kejriwal slams Centre over targeted killings

New Delhi, June 5: Delhi Chief Minister Arvind Kejriwal on Sunday slammed the Centre over the targeted killings in Kashmir valley. And said the BJP- led government has failed to stop the killings and doing “dirty ” politics over it.

Kejriwal was speaking at a protest (Jan Aakrosh Rally) held by the AAP at Jantar Mantar in the national capital. Against the Centre amid a spurt in targeted killings in Jammu and Kashmir.
“The era of 1990 has come again in the valley” he said.

Kejriwal also put fourth four demands to the Centre over the targeted killings in the Valley. Which includes, an action plan to stop such incidents. Cancel bonds signed with Kashmiri Pandits that says they cannot work outside Kashmir, fulfill the demands of Kashmiri Pandits. And provide them security.
Kejriwal said. “Whenever there is a murder in the Valley, the home minister has called a high-level meeting. Enough of these meetings, now we need action, Kashmir wants action.”

Addressing the rally, Deputy Chief Minister Manish Sisodia said. “This period will be counted as the worst period in the history of Kashmir. BJP has completely failed to stop target killing. Panic and terror have spread across Kashmir.”

At the AAP rally in Jantar Mantar, MP Sanjay Singh said in the 1990s a BJP-backed government was in power and now the Narendra Modi government is in power with a full majority when Kashmiri Pandits are being “forced” to leave the Valley.

“The Prime Minister, Home Minister, all the Union Ministers and MPs of the country were shedding crocodile tears in the name of Kashmir Files film.

Today Kashmiri Pandits are being massacred. So I am asking the Prime Minister where are your MPs and MLAs”. He added.

Delimitation order to be effective from May 20 in J&K

The centre has determined that the Delimitation Commission’s orders are effective from May 20, under the powers granted by the Jammu and Kashmir Reorganisation Act, 2019.

The decision has been taken just days after the Delimitation Commission, chaired by Justice Ranjana Prakash Desai (a retired Supreme Court of India judge), Sushil Chandra (Chief Election Commissioner), and KK Sharma (State Election Commissioner, Union Territory of Jammu and Kashmir), met on May 5 of 2022 for the finalization of Delimitation Order for the Union Territory of Jammu and Kashmir.

As per the final orders received , 43 Assembly Constituencies (ACs) in J&K would belong to the Jammu region and 47 to the Kashmir region.

A notification released by the Ministry of Law and Justice says that the centre has unique powers according to the Jammu and Kashmir reorganization act 2019 to implement Delimitation orders. Which will be effective from May 20 of 2022.

There were five Parliamentary Constituencies. The region of Jammu and Kashmir was viewed by the Delimitation Commission as a single Union Territory. As a result of the said point of view one of the Parliamentary Constituencies has been created. Uniting the Valley’s Anantnag district with Jammu’s Rajouri and Poonch. Each Parliamentary Constituency will have an equal number of 18 ACs. As a result of this reorganization for the development of the valley.

After formally analyzing all changes, the Final Order has been published in the Official Gazette of the Government of India. As well as the Union Territory of Jammu and Kashmir. The Final Order is also published in Print and Electronic media houses.

Government asks businesses for CCTV to protect Jammu and Kashmir

Srinagar, April 6: In view of rising militant attacks, the Jammu and Kashmir government has asked business units to install Close Circuit Televisions (CCTVs) to monitor suspicious moments of people, officials said. The orders have been issued by the Deputy Commissioners of Srinagar, Anantnag and some other districts of the Kashmir Valley. The CCTVs are to be installed within 14 days. District Magistrate Srinagar Aijaz Asad has asked all Financial and Business Units to install CCTVs. And inform the Station House Officer (SHO) of the nearest police station if any suspicious movement or activity is observed.

The order came into force from April 5 and shall remain valid for 60 days, “unless withdrawn earlier. And subject to further extension or modification”. The communiqué said. Officials said the selective targeting of innocent citizens in Jammu and Kashmir by “anti-nationals and subversive elements” requires several measures. Including the use of appropriate technologies, to safeguard the “life and property”. “Any contravention of this order shall attract legal consequences,” read the order.

It said a person can be punished with simple imprisonment for a term which may extend to one month or with fine which may extend to 200 rupees or with both. The order covers banking and financial as well as business establishments like banks/ATMs, jewellery shops, petrol pumps, shopping malls, restaurants, hotels, cinema halls, wine and beer shops, eating joints, ready-made garment shops, showrooms, small markets, educational institutions, places of worship, bus stands, railway stations, airports, hospitals and offices where transactions are held in cash or are frequented by many people.

J&K Govt announces DA hike for government employees and pensioners

The Jammu and Kashmir government on Monday announced that the Dearness Allowance (DA) of all government employees and pensioners has been increased. The revised salary will be effective from July 1, 2021.

The hike comes in the wake of the Central Government’s announcement on July 14, to increase the DA of central government employees from existing 17% to 28%.

J&K government is the latest government to announce the hike. Previously Haryana, Jharkhand, Uttar Pradesh, and Karnataka state governments had announced DA Hike for its employees.

DA will be calculated on the basic pay of the employees. According to the 7th Commission, basic pay recommended for Central Government Employees at the entry-level is Rs 18,000.

The Government had frozen the three additional installments of the DA, which were due from January 1, 2020, July 1, 2020, and January 1, 2021, due to the COVID-19 impact on the economy.

“In view of the unprecedented situation which arose due to the COVID-19 pandemic, three additional installments of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners, which were due from 01.01.2020, 01.07.2020 and 01.01.2021, had been frozen. Now, the Government has decided to increase the Dearness Allowance to Central Government employees and Dearness Relief to pensioners with effect from 01.07.2021 to 28% representing an increase of 11% over the existing rate of 17% of the Basic Pay/Pension,” Nirmala Sitharaman, Union Finance Minister, said in a statement.
