
A day after the Cabinet Committee on Security (CCS) announced decisive countermeasures in the aftermath of the Pahalgam terror attack, Prime Minister Narendra Modi delivered a powerful address from Bihar, vowing unwavering justice against the perpetrators.
Earlier, the CCS meeting, chaired by Prime Minister Modi, had decided on five key steps in response to the attack in Jammu and Kashmir. Among the most impactful was the immediate suspension of the 1960 Indus Water Treaty with Pakistan — a move the government said would remain in place until Islamabad ends its support for cross-border terrorism in a “credible and irreversible” manner.

The terror attack, which occurred on Tuesday in the Baisaran meadow near Pahalgam, South Kashmir, left 26 people dead, most of them tourists. It is being described as one of the worst assaults since the 2019 Pulwama incident, which claimed the lives of 40 CRPF jawans. As families grieve across the country, calls for accountability and justice continue to grow louder.
Addressing the nation during a public rally in Bihar, Prime Minister Modi stated firmly, “This attack was not on tourists — enemies have tried to attack the soul of India.” He added, “Those who perpetrated this attack and the conspirators — they will be punished beyond imagination.”
Speaking with resolve, he declared, “Today, on the soil of Bihar, I say to the whole world — India will identify and punish the terrorists. Terrorism will not go unpunished. Every effort will be made to ensure that justice is done.”
Reaffirming his government’s iron-willed approach, PM Modi concluded, “We will pursue them to the ends of the earth. The time to bury such forces has come.”
His remarks have since drawn nationwide attention, underlining India’s stance of zero tolerance against terrorism and showcasing the government’s preparedness to take bold geopolitical and domestic actions in response.
