
The Centre for Development of Telematics (C-DOT), under the Department of Telecommunications, has entered into a partnership with the Indian Institute of Technology (IIT) Delhi to develop an AI-powered chatbot designed for critical disaster warning and emergency communication services.
The initiative, launched under the C-DOT Collaborative Research Program (CCRP), aims to bolster India’s disaster preparedness by integrating advanced technologies like Natural Language Processing (NLP), Text-to-Speech (TTS), Speech-to-Text (STT), and image processing. The chatbot will provide real-time multilingual support to disaster managers, first responders, and affected communities.
The solution will be fully on-premise to ensure cybersecurity compliance, data privacy, and high availability. It will also integrate with 3GPP-compliant emergency protocols and the existing Disaster Management System of the National Disaster Management Authority (NDMA) developed by C-DOT.
The agreement was signed in the presence of Dr. Rajkumar Upadhyay, CEO of C-DOT, Prof. Brejesh Lall from IIT Delhi, and representatives from Carnot Research Pvt. Ltd., the implementation partner. The collaboration is seen as a major step toward strengthening India’s indigenous capabilities in disaster communication under the ‘Atmanirbhar Bharat’ vision.
