Lockdown 2.0 Guidelines: Check full list of relaxations and restrictions from today

Prime Minister Modi extended the nationwide lockdown till May 3 to contain the spread of COVID-19. Government has released a list of services that will remain functional from April 20 in order to mitigate hardship to the public.

On Wednesday, the Ministry of Home Affairs issued a fresh set of guidelines as the nation entered the second phase of a nationwide lockdown. The new rules will apply until May 3.

Here is an exhaustive list of the new guidelines:

What will be allowed from April 20:

• All health services, including AYUSH

• Shops such as Kirana stores without any restrictions

• Financial Sectors ( like banks )

• MNREGA works

• Select construction activities

• Plantation activities such as plantation of tea, coffee and rubber with a maximum of 50% of employees working

• Agricultural & Horticultural activities

• Data and call centres for government activities only

• Government approved Common Services Centres (CSCs) at Gram Panchayat level

• Vehicles used by e-commerce operators are permitted to ply (for essential goods only)

• Courier services

• Cold storage and warehousing services

• Fishing and aquaculture industry

• Processing, packaging and marketing of tea, coffee, rubber and cashew (with a maximum of 50% workers).

• Collection, processing, distribution and sale of milk & milk products

• Operation of animal husbandry farms

• Poultry farms & hatcheries

• Livestock farming activity

• Animal feed manufacturing

• Feed plants, including supply of raw material

• Animal shelter homes and Gaushalas

What will remain prohibited:

• Domestic & international air travel

• Passenger trains, buses, metro, taxis

• Interstate transport except for security & medical purposes

• Industrial and commercial activities

• Hospitality services

• Educational institutions

• Training and coaching institutions

• Cinema halls, malls, gyms, pools, entertainment parks, assembly halls etc.

• All social, political, sports, complexes, religious places, places of worship and other gatherings

The government has also made it clear that states and UTs can’t dilute these guidelines. In a letter to states and union territories, the Union Home Secretary has said that only those activities permitted by the centre in its guidelines are allowed as it permitted some sectors to partially open up from today in parts of the country that are least affected by coronavirus. The states should alert their field agencies to ensure smooth movement of the entire supply chain of essential goods, including e-commerce.
