Cabinet clears HCL-Foxconn joint venture for semiconductor plant in Jewar, UP with Rs 3,706 crore investment

In a major development for India’s semiconductor ecosystem, the Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the establishment of the country’s sixth semiconductor unit—a joint venture between HCL and Foxconn—at Jewar, Uttar Pradesh. The facility will be located in the Yamuna Expressway Industrial Development Authority (YEIDA) region, near the upcoming Jewar airport.

This project marks a significant milestone under the India Semiconductor Mission, which is rapidly gaining momentum. With five semiconductor plants already in advanced stages of construction, this sixth unit further strengthens India’s push towards Atmanirbhar Bharat in strategic tech manufacturing.

The HCL-Foxconn plant will manufacture display driver chips used in mobile phones, laptops, automobiles, PCs, and other display-enabled devices. The facility is designed for a production capacity of 20,000 wafers per month, translating to an output of 36 million chips per month.

The project is expected to attract an investment of ₹3,700 crore, as confirmed in the official PIB release.

The government also highlighted the growing semiconductor design ecosystem in India, with:

  • Over 270 academic institutions and 70 startups engaged in chip design,

  • 20 student-developed products already taped out at SCL Mohali,

  • Major global equipment and material suppliers like Applied Materials, Lam Research, Merck, Linde, Air Liquide, and Inox expanding their presence in India.

This expansion is aligned with the growing demand in sectors like mobile phones, laptops, servers, medical devices, defence, and consumer electronics—further fueling India’s strategic position in global semiconductor supply chains.
