In a statement released on Thursday, Colonel General Oleksandr Syrskyi stated that while Russia is sending in reinforcements from other areas and training grounds, the buildup remains insufficient for a major offensive breakthrough of Ukraine's defences in Kharkiv.
The change in leadership comes as Russian troops have launched intensified attacks along the Kharkiv border in what Ukrainian officials described as an attempt to stretch the frontlines and disperse Ukraine's defensive efforts.
Tamaz Gambarashvili, head of the Vovchansk military administration, told Ukrainian radio station Hromadske that the stepped-up Russian shelling had made it too dangerous for residents to remain in the town.
