A state of calamity has been imposed on Manila and Malabon as of Friday due to catastrophic floods brought on by the Southwest Monsoon (Habagat), which Typhoon Carina exacerbated. This proclamation permits the prompt disbursement of catastrophe funds to facilitate the provision of humanitarian aid and disaster relief operations.

Resolution No. 494 was enacted by the City Council of Manila, formally declaring a state of disaster over Manila. The city’s most important neighbourhoods, including Finance Road, Nakpil, Kalaw, and Padre Faura along Taft Avenue, United Nations Avenue, Ayala, and España Boulevard, have been severely damaged by extensive floods, prompting this decision. Numerous families have been forced to relocate as a result of the chest-deep flooding, which has also disrupted everyday life and livelihoods in several barangays.

Malabon has also been placed under a state of calamity, in addition to Manila. This decision was made public on Facebook by Mayor Jeannie Sandoval, who attributed it to the severe flooding and destruction brought on by the upgraded Habagat. To deliver the required assistance and services as soon as possible, Sandoval assured the people that the city administration was collaborating closely with other government authorities.

Earlier in the week, the Metro Manila Council (MMC) declared the entire National Capital Region under a state of calamity. MMC President and San Juan City Mayor Francis Zamora explained that reports from fellow mayors revealed that nearly all cities in Metro Manila, including Pateros, were severely affected by the typhoon. This widespread impact prompted the MMC to take decisive action to address the disaster across the region.

The state of calamity declarations in both Manila and Malabon, along with the regional declaration by the MMC, underscore the severity of the flooding and the urgent need for coordinated disaster response and relief efforts.
