China initiates anti-dumping probe into halogenated butyl rubber imports from Canada, Japan, and India

According to the ministry’s statement, the review covers halogenated butyl rubber imports between 1 January 2023 and 31 December 2023.

China has launched an anti-dumping investigation into halogenated butyl rubber imports from Canada, Japan, and India, the Ministry of Commerce disclosed on Saturday. The investigation, which was prompted by a petition from Zhejiang Cenway New Materials Co., Ltd., is expected to assess potential unfair trade practices affecting China’s domestic rubber industry.

According to the ministry’s statement, the review covers halogenated butyl rubber imports between 1 January 2023 and 31 December 2023. The probe will also evaluate any damage caused to China’s industry from the start of 2021 to the end of 2023. The investigation is a response to concerns raised about the impact of these imports on local manufacturers.

The ministry urged interested parties to register with the Trade Remedy and Investigation Bureau within 20 days from Saturday, 14 September, to ensure their participation in the process. The investigation is set to conclude by 14 September 2025, although under special circumstances, the deadline could be extended by an additional six months.

Halogenated butyl rubber is a key material used in the production of items such as airtight layers for tubeless tyres, heat-resistant inner tubes, medicinal bottle stoppers, shockproof pads, adhesives, and sealing materials.

Industry experts anticipate that the outcome of this investigation could significantly affect trade relations with the countries involved, particularly in sectors where halogenated butyl rubber is widely utilised. The final decision could also shape future trade policies and regulatory measures surrounding imports of this material.
