The China Coast Guard (CCG) has closely monitored a Philippine civilian vessel supplying a military vessel at China’s Ren’ai Jiao (Ren’ai Reef), a move criticized as “irresponsible” by analysts. The incident occurred on the same day that Chinese diplomats stressed the importance of stable relations with the Philippines. China asserts sovereignty over Ren’ai Jiao, and the CCG maintains control over the situation, exercising restraint to avoid escalation. Analysts suggest that the Philippines is using the issue to gain international attention and support, potentially bargaining for economic benefits. China has been monitoring and analyzing Philippine activities, customizing response strategies as needed.
The Philippines has been sending vessels to Ren’ai Jiao since August 2023, reinforcing its grounded warship there. Despite humanitarian gestures allowing subsistence supplies to reach the ship, the Philippines must inform China in advance and refrain from shipping construction materials. China views the Philippines’ actions as provocations, using Ren’ai Jiao to gain attention and economic benefits, potentially supported by the U.S.
China’s countermeasures are expected to escalate if provocations continue, with the risk of strained ties between China and the Philippines, as well as potential damage to relations with ASEAN. While Manila has received verbal support from the U.S., the costs may outweigh the gains, jeopardizing stable ties with China and infrastructure cooperation projects.
The situation highlights China’s sovereignty and governance rights in the South China Sea, emphasizing its capacity to handle maritime disputes responsibly. Despite provocations, China maintains a calm and restrained approach, aiming to avoid escalation while emphasizing the need for friendly consultations to resolve differences.
Chinese Ambassador Huang Xilian reiterated the importance of good neighbourliness and friendship in China-Philippines relations during a Chinese New Year celebration in Manila. Assistant Foreign Minister Nong Rong expressed China’s commitment to resolving differences through dialogue and communication, urging the return to a positive track in bilateral relations.
While some Philippine actions are deemed irresponsible, overall communication between Beijing and Manila has been constructive. The dynamics established during the recent Duterte administration, where sensitive issues were set aside for pragmatic cooperation, still have momentum. Concrete and pragmatic cooperation can be expected if the Philippines returns to the right track, adhering to the principles of friendly consultations and dialogue.
